They are looking to appoint a new Senior Procurement and Contracts Officer.

**About the role**

**Principal Accountabilities**

The postholder will:
1. Manage procurement processes and lead procurement related projects in conjunction with senior leaders in order to deliver compliance and effective outcomes for the Trust. This includes:

- acting as the point of contact for the design and preparation of specifications for tenders and contracts
- drafting terms and conditions
- awarding and monitoring within the context of financial regulations, policy and procurement legislation
- carrying out mini-competitions on Framework Agreements

2. Prepare evaluation and recommendation reports for medium value, medium risk, and more complex procurements, to all levels in the organisation including budget holders, the Director of Finance, and committees in accordance with Financial Regulations.

3. Work with and advise stakeholders on the development of selection criteria. Lead on the commercial process for selecting the preferred supplier to ensure best value procurement principles are met and advise of the financial / commercial implications of each procurement and any risks associated with this.

4. Provide guidance and support to colleagues in undertaking devolved (lower value) procurement activities, including the most appropriate procurement route to satisfy their requirements and to ensure compliance with internal procedures and legislative requirements, ensuring value for money,

**Competencies and Experience**

1. Must have obtained Level 4 CIPS Diploma or higher

2. Significant experience of procurement and contract management across a broad range of environments for example technology, finance, estates and human resources which will include:

- Managing the tendering process
- Leading on the drafting, negotiating and managing the procurement process of medium value, medium-risk contracts with mínimal supervision
- Assisting with the drafting of terms and conditions.
- Creating, managing and reviewing the evaluation of contract compliance and selection of preferred supplier

3. A good working knowledge of procurement and contracts management legislation

4. Excellent project management skills with experience of successfully managing a number of complex individual projects.

5. Ability to work under pressure, with accuracy, unsupervised and on own initiative.

6. High level of ability to make risk-based decisions and make recommendations to colleagues.

**Package**
- £40,000- £49,500 (dependent on experience)

**Salary**: £40,000.00-£49,500.00 per year
