**Commercial Specialist - Inside IR35**

**Contract Term: 12 months**

**Contracting Authority: Ministry of Justice**

**Location: London**

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

**As a **Commercial Specialist **your main responsibilities would be**:

- Lead and manage the end-to-end procurement process, including but not limited to:

- Development of tender documentation.
- Planning and delivering market engagement.
- Manage procurement timelines.
- Identify and drafting of effective and appropriate evaluation strategies.
- Planning for supplier negotiation.
- Implementation of high value complex contracts whilst ensuring value for money options and alignment to MoJ Delivery Plan and Commercial Blueprint.
- Provide commercial support and guidance to a range of stakeholders, ensuring the delivery of the Department’s objectives is informed by commercial best practice.
- Undertake all work in compliance with applicable legislation, Cabinet Office guidance & controls, MoJ policies, processes, procedures, and governance.

Essential Criteria:

- Relevant commercial & procurement management experience with a strong understanding of the end-to-end procurement process.
- An understanding of public sector procurement principles and legislation.
- Excellent stakeholder management skills.
- Ability to show resilience within a fast moving and changing environment.
- Evidence of working collaboratively to drive decisions and deliver on timely outcomes.
- Evidence of delivering to deadlines in a fast paced and ever-changing environment with conflicting priorities.
- Good understanding and practical knowledge of risk management and appropriate risk mitigation techniques when managing procurements.
- Evidence of strong written and verbal communication skills, particularly in delivering commercial advice to senior leaders.
- Excellent people engagement skills across all levels of internal and external stakeholders.
- Excellent level of proficiency with Microsoft Office suite of products such as Outlook, Word, Teams and Excel.
- Evidence of strong data analysis skills and presenting data in a clear and user-friendly way.
