**Role purpose**:

- To oversee procurement, providing cost
- effective, high quality services for local people and progress the council's priorities through corporate procurement
- To promote and achieve value for money and continuous improvement across the organisation; through the council's market testing and e-procurement programmes.
- To meet all relevant legislative requirements and to promote best practice and efficiency through collaborative procurement and shared services with other public service providers.
- Provide support and advice to the Assistant Director, Director and SLT.
- To support Members responsible for scrutinising performance and procurement, as required by the Director.
- Lead on corporate procurement providing effective support and advice across the departments for all aspects of procurement and purchasing, including the market testing programme, e-procurement, procurement strategy and review, the management of corporate contract processes and procurement training.
- To ensure that the Council's procurement of goods, works and services delivers continuous improvement in terms of value for money and quality outcomes and that it is carried out in line with best practice and legislative requirements.
- To develop and implement procedures and practices that enable the Council to meet its policy objectives including the efficiency requirements of the administration.
- To liaise with the London Centre for Excellence and the West London Alliance to ensure that the council implements best practice and develops collaborative procurement and shared services with other local authorities and public sector bodies
**Main duties and responsibilities**:

- To lead on corporate procurement matters and provide high-level advice to the Assistant Director, SLT, and elected members as required
- To review the council's procurement strategy and deliver an appropriate policy framework and procurement business plan for improving systems, practices and value for money.
- To manage and prioritise a complex workload.
- To develop and co
- ordinate procurement strategy across the organisation, including the implementation of the procurement business plan, the market testing programme, corporate contracts and e-procurement.
- To liaise with departments to ensure that a corporate approach to procurement is in place throughout the council.
- To ensure that procurement efficiencies identified in the MTFS are delivered, including those linked to market testing, e-procurement, the management of agency staff and other corporate contracts. To develop procurement proposals that can deliver further efficiencies.
- To be responsible for researching, analysing and, where appropriate managing, the Council's overall procurement expenditure and supply markets, identifying opportunities for co-ordinated and collaborative procurement, both within the council and with other purchasers. To put in place collaborative and other strategies that can realise tangible benefits for the council in terms of the cost and quality outcomes.
- To liaise with the Centre for Excellence in London, the WLA and other bodies to ensure that the council implements best practice and develops collaborative procurement with local authorities and other public sector bodies.
- To maintain the Council's Contract Code, Procurement Strategy and Business Plan to ensure that the council complies with legal requirements and best practice.
- To provide advice and support for contract preparation and attend Tender Appraisal Panels as required. To provide advice on procurement options to Service Reviews, as required.
- To attend Member meetings, Scrutiny Panels and SLT as required. To make policy recommendations concerning procurement.
- To prepare complex and detailed reports, briefing notes, external correspondence, publicity and publications, and other material as required.
- To liaise with relevant external agencies and stakeholders (e.g. local authorities, local authority associations, Government Departments, suppliers, trades unions), on procurement matters.
- To organise and participate in training and briefing sessions for elected Members, managers, and staff. To assist in developing and providing a corporate procurement skills training programme.
