The Hammersmith & Fulham Public Health Team are looking to appoint a new Programme Lead with the focus on Public Health Outcomes Framework (PHOF) and Governance. This role is central to ensuring that all PHOF funds distributed across the council generate the Public Health Outcomes they are intended to. Not only will this person identify areas where more investment will lead to better outcomes and where changing priorities to keep our residents healthy shift, they will promote the public health agenda widely across the council.

The Programme Lead - PHOF and Governance will have oversight of strategies, procedures and programmes across the borough that support delivery of services that support public health and ensure that the Public Health Outcomes Framework (PHOF) is delivered efficiently by all Council directorates which receive PHOF funding.

The Programme Lead - PHOF and Governance will work across all areas of the public health commissioning portfolio. Whilst the role will have a high proportion of working across directorates on public health investment and outcomes, the role contribute to the effective business management of the directorate.

The role will require you to be highly organised, with an ability to work on and be involved in a variety of activities and projects.

**Role Responsibilities**:
You will need:

- To provides strategic commissioning leadership throughout the whole commissioning cycle.
- To lead, and take responsibility for, effective management of the interface between commissioning strategy and market response.
- To manage the delivery of high quality commissioning and transformation projects, providing ownership, leadership and expertise across the commissioning cycle to ensure high quality services, desired outcomes and improved efficiencies.
- To embed strong project management principles and practice, ensuring that key milestones are met, risks identified and the project delivers the service outcomes and savings identified
- To develop effective working relationships to drive effective joint delivery of commissioning strategy, market development and/or service transformation and improvement programmes
