**Job summary**:
The BTR China and Hong Kong team leads engagement with China and Hong Kong to further HMG’s trade policy objectives. This includes increasing access to Chinese markets for UK businesses and addressing wider business environment issues in China. We do this within the context of complex global tensions, which whilst challenging to work within, provides a dynamic policy space.

You will focus on delivering trade policy progress, working with our China posts, within DBT and across Whitehall, with our likeminded partners in line with the Integrated Review Refresh, and bilaterally with China. The pace of work tends to be steady, though with spikes of activity according to the calendar of Ministerial engagement, WTO and G7/G20 events.

**Job description**:

- Lead team to develop and implement policy which advances HMG’s positions on China-specific business environment issues relating to: Forced Technology Transfer, State Owned Enterprises and Subsidies, Cybersecurity and data, Transparency, Procurement and Special and Differential Treatment. This work also influences the department’s engagement with the G7, G20 and WTO, and work aligning with likeminded countries.
- Ensure team supports the work of the WTO Committees and provides advice to policy teams on the UK’s approach to China-related issues or disputes.
- Contribute to the planning, negotiation, and delivery of future trading arrangements with China.
- Delivery of strategies to address Chinese business environment issues as they relate to market access and Chinese market distorting practices.
- External engagement: developing a network of relevant contacts in embassies, businesses and business groups to support delivery of objectives.
- Team leadership: building or contributing to a motivated, expert team and developing personal expertise on trade policy issues

**Essential Criteria**

There are inherent (but interesting) tensions to China trade policy work. It is vitally important that you are able to develop and sustain productive working relationships with people across the department and Whitehall who may have conflicting objectives.

**Desirable Criteria**
- Experience working internationally.
- Experience working on trade or trade policy.
- Leadership or management experience.

**Personal Attributes & Skills**
- Seeing the big picture. You will need to assess and respond to political, geopolitical and economic shifts and XWH prioritisation to identify and evolve team objectives.
- Building capability. You will be responsible for ensuring that their team have the right skills and expertise to deliver, including through promoting the Trade Profession.
- Resilience. It is likely that the role will evolve to reflect the UK’s changing relationship with China, and changing policy priorities, so you will need to be comfortable with change and ambiguity.

**Hybrid Working**

Please be aware that this role can only be worked from within the UK and not overseas.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
