**Job summary**:
You will be part of the team leading the delivery of the £500m Rough Sleeping Initiative (RSI). This fund is DLUHC’s most high profile intervention to end rough sleeping and you will work within the team delivering the grant and leading policy with a relentless focus on our ambition to end rough sleeping.

You will take the lead on ensuring the RSI is delivering effectively, understanding the impact we’re having and working with a range of stakeholders to ensure we’re responding to rough sleeping across the country.

The RSI 22-25 was announced last year and runs until 2025. It provides funding to all LAs across England, helping them deliver a range of interventions to end rough sleeping in their local area. It does this by providing immediate off the street accommodation, support to recover from time spent on the streets and activities to prevent people ever sleeping rough.

The role provides a challenging and exciting mix of delivery and policy leadership - giving you the opportunity to engage in one of the Departments most challenging policy areas, alongside experiencing of the operational realities of working with some of the UKs most vulnerable people.

You will build fantastic relationships with across the HRS directorate, our expert Rough Sleeping adviser team, local authorities and the voluntary sector.

This is a challenging and high profile role that will suit a substantive HEO at level transfer seeking to build their experience.

**Job description**:

- Head up the governance and oversight of the RSI, ensuring we are on track to deliver and understand our impact.
- Project manage the review of funding across the remaining two years of the RSI - understnading where additional investment will drive rough sleeping level down.
- Lead a programme of engagement with LAs and stakeholders to share best practice, and gather information on their response to rough sleeping in partnership with our RSI Advisors.
- Respond to briefings, prepare submissions and lead on a range of written communications about our response to end rough sleeping.
- Build an expert understanding of rough sleeping - so you can provide policy and strategic advice and help us plan for the future.
- Work to support the wider Delivery Team and the Directorate to contribute to a delivery of a broader range of homelessness and rough sleeping programmes.

**Person specification**:

- Programme and/or project management skills - with an understnading of overseeing multiple project lines within a formal governance structure.
- Strong analytical skills and the ability to use data, evidence, and stakeholders’ views to outline options for policy development, and present clear conclusions
- Strong communications skills, with the ability to relate with complex issues with confidence to experts and non-experts alike.
- Strong written skills and the ability to draft quickly and accurately under pressure - understanding the need to tailor writing to suit the audience and write persuasively
- Ability to form effective partnerships with people both internally and externally
- Ability to deliver at pace and delivering with autonomy to tight timescales, and ability to assess your own workload and that of others to ensure priorities are met.
- Genuine passion for the policy area, seeking out opportunities to develop your knowledge of the team’s business area.

Desirable
- Practical experience in a relevant policy area, such as homelessness, housing, offender management or social care.
- Ability to understand the needs of local government, service commissioning and respond to feedback to improve service delivery
