The post holder will be key member of the Inclusion Health Division in the Addictions and Inclusion Directorate and will be responsible for ensuring that there is effective day to day project management of the Rough Sleeping Drug and Alcohol Treatment Grant (RSDATG), reporting to the programme manager who leads on the grant.

The RSDATG is a high-profile grant programme operating in 83 local authorities. It is funded by the Department for Levelling Up, Housing and Communities (DLUHC). The programme has been in place since the end of 2020-21 and its aim is to improve access to, and the quality of, drug and alcohol treatment for people who sleep rough or who are at risk of sleeping rough.

The RSDATG programme is currently funded until March 2025 and is being externally evaluated by Ipsos UK in partnership with Groundswell, with academic advice from Sheffield Hallam University.

**Person specification**:
The post holder duties and responsibilities will include the following:

- Provide project support and coordination to the RSDATG programme. This includes supporting the lead Programme Manager to ensure that effective project management processes are in place.
- Liaise as the main point of contact with the Grants Team around the management and payment of the local authority s.31 grants.
- Working with the lead analysts for the programme and the team that provides direct support to the LAs, lead on the national programme management requirements around quarterly monitoring and reporting requirements.
- Work closely with colleagues to provide submissions to Ministers as required.
- Support the Programme Manager in the day to day requirements of the external evaluation.
- Coordinate contribution to the RSDATG oversight Project Board.
- Support, advise and lead key internal programme governance structures and meetings.
- Manage and respond to external and internal queries related to the national programme management of the RSDATG, as required by the Programme Manager.
- Manage some of the key grant programme related communications, including internal ministerial briefings and communications.
- Draft guidance and reports relating to the grant programme and contribute to national guidance documents when required.
- Build relationships and work collaboratively with a range of key stakeholders (both internally and externally) in the relevant fields.
- Ensure opportunities for service user involvement in programme development where appropriate.

**Key skills and experience required for the role**
- Experience in project management and evidence of the co-ordination of complex project
- Experience and/or a keen interest in the issues of homelessness and rough sleeping, drugs and alcohol treatment policy.
- Strong analytical and data interpretation skills are required alongside financial knowledge and understanding to effectively manage large grant programmes.
- Excellent written communications skills with the ability to summarise and write concisely and clearly
- Ability to work as part of a team, collaborating with other teams and departments, and alone to problem solve under own initiative.
- Politically astute, able to build alliances and partnerships, and able to gain consensus across a broad range of stakeholders
- Experience of I.T. systems and packages to support effective project management
- Strong administrative and organisational skills and attention to detail and presentation
