This is an exciting post, within South Gloucestershire Council, to work regionally overseeing delivery by South Gloucestershire of an exciting partnership agreement, in partnership with other councils and providers. The post will also provide support and strategic viewpoint to our Learning disability commissioners., and also work with people with lived experience and with adult learning disability commissioners, providers and practitioners across the whole of the South West.

Delivering a mixture of practical delivery (overseeing and administering a regional residential framework and potentially developing others) and strategic work (developing new models of delivery, driving forward regional approaches to quality, supporting the sharing of learning and good practise).

**What will you be doing?**
- Working peripatetically, you will lead on harmonising approaches to quality in commissioning, including analysis, monitoring, project management, financial oversight, and strategic input into commissioning projects across the South West
- You will be responsible for developing a South West strategy for new models of learning disability and autism services
- You will implement improved procurement activity and facilitate better visibility of analytics and spend outcome monitoring,
- You will contribute to channels and processes which provide improved oversight of the South West market
- You will be responsible for developing, implementing and administering the South West standards framework for assuring quality including a trusted assessor approach to Quality Assurance
- You will develop pathways for shared learning and good practice with others involved in the programme and representing the South West Learning Disability Services at partner and national forums

**What we need from you**:
***
- You will hold a degree or equivalent professional qualification in management and social care and/or substantial and successful experience, in local government, voluntary or private sector in the commissioning, quality assuring or delivery of services for people with a learning disability.
- You will have substantial knowledge and experience of strategic and general management concepts including technical commissioning advice and guidance to commissioners in other local authorities.
- It is essential you have considerable experience of strategic commissioning, in particular of services for people with learning disability, and of developing and leading engagement work with people with lived experience, providers and other partner agencies.
- You will have a good working knowledge of best practise approaches to quality assurance, commissioning and support for people with learning disability, adult care and health related legislation including the proposed current legislative changes..
- You will be able to demonstrate an understanding through experience of the changing environment within which Local Government Services, in particular adult care operates and problem solving skills
- It is essential you have excellent written and verbal communication skills, including the ability to negotiate and influence colleagues and partners, for example, private sector and voluntary sector.

With line management provided by the Head of Commissioning Partnerships and Performance for South Glos, the post will be accountable to the Assistant Directors (Strategic Commissioning and Resource (of which she is a member).

As a member of the Learning Disability Commissioning Group, peer support will be available as well as from other ADASS South West Association Directors of Adult Social Services groups, and colleagues in the South Gloucestershire Partnership and Commissioning.

You will be home based, with occasional travel to regional meetings, and or to our offices in Yate.
