**Job summary**:
Air pollution is the single greatest environmental risk to human health. Poor air quality could cost the health and social care services in the UK £18.6 billion total by 2035 and contributes to 7 million premature deaths worldwide each year according to the World Health Organisation.

Improving air quality is a high priority for the government, and for the Environment Secretary personally. There is also strong Parliamentary, public, stakeholder and media interest in air quality and what the Government is doing to improve it.

Defra’s Air Quality and Industrial Emissions (AQIE) team delivers policies which tackle all sources of air pollution, making our air healthier to breathe, protecting nature and boosting the economy. AQIE is part of Defra’s Environmental Quality directorate which also delivers a challenging and wide-ranging environmental policy agenda including chemicals and pesticides. There is a strong and vibrant community of scientists, analysts, and policy specialists and the posts offer many development opportunities. Air quality is influenced by a wide range of policy areas across Whitehall, and the team regularly works with counterparts in other Departments.

We are now looking to fill at least 2 x HEO policy roles within the Air Quality and Industrial Emissions team; one to work primarily within the Air Quality Targets team and one to work primarily within the International and Strategic Functions team but there is a possibility additional roles may became available pending outcomes of ongoing recruitment.

**Job description**:
**Air Quality Targets - Higher Policy Office (HEO) - Policy Role**

National air quality targets are important drivers of action, highlighting government priorities and providing a common goal across all levels of government. This role sits within a small team which focuses on this overarching policy area, providing an opportunity to see how policies across government contribute to reducing air pollution and so improving public health.

The team recently developed two new ambitious targets under the Environment Act 2021 for the reduction of fine particulate matter (PM2.5) concentrations, a pollutant associated with significant health impacts. The focus of the team is now the delivery of these targets and their integration into different policy areas such as planning and development control. These are novel targets, and their implementation has many factors to consider. You will be working closely with evidence colleagues (air quality science and economic leads), collaborating with other government departments and the wider Air Quality and Industrial Emissions Team and engaging with stakeholders from different sectors to help the team develop the best approach.

The role also involves helping to communicate the work the team is doing by providing technically accurate and consistent messaging to colleagues, ministers and stakeholders. The target work is technically complex, high profile and fast developing so requires careful communication. You will support ministerial briefings, stakeholder engagement activities and liaise with other government departments. You will also need to make a positive contribution to the corporate life of the division and wider directorate.

**International and Strategic Functions team - Higher Policy Office (HEO) - Policy Role**

Air Pollution is a local, national, and international issue which has a direct impact on people’s lives and the natural environment. Tackling air pollution requires action at all levels of government, from local authorities to the United Nations. AQIE’s Strategic Functions team leads the delivery of a range of cross-cutting domestic and international policy solutions and strategic advice across a number of complex issues.

This role will involve work on the UK’s new Forum for International Cooperation on Air Pollution (FICAP) initiative. This is a new forum dedicated to helping countries around the world to cooperate and collaborate on preventing and reducing air pollution. The UK co-chairs the Forum with Sweden.
