The Department for Environment, Food and Rural Affairs (Defra) is the government department responsible for safeguarding our natural environment, supporting our world-leading food and farming industry, and sustaining a thriving rural economy.
The Government is committed to becoming the first generation to leave the environment in a better condition than it found it, and the 25 Year Plan for the Environment sets out the policies we will introduce to achieve this ambitious objective. Our plans, in Defra’s Land Use division, go hand in hand with the Government’s commitment to deliver the homes and commercial development this country needs, by putting the environment at the heart of the planning process.
Based in Defra’s Environment Strategy Directorate, there are two exciting roles helping to implement our policy on biodiversity net gain, develop policy on Environmental Outcomes Reports, and influence emerging policy on nationally significant infrastructure.
Biodiversity Net Gain
Biodiversity net gain will be measured using the Biodiversity Metric, which assesses the quality, extent and type of habitats which are present on a given site and calculates a value in 'biodiversity units'.
To achieve a net gain, developers will be able to avoid or reduce biodiversity impacts through site selection and layout, enhance biodiversity onsite, or create or enhance offsite habitats, either on their own land or by purchasing biodiversity units on the private market.
Government intends to implement a national, publicly accessible register of biodiversity gain sites to avoid double counting. Offsite gains must be on this register to be relied upon by a development.
The risk that the market supply of biodiversity units will not meet demand will be addressed by government’s plan to provide a supply of statutory biodiversity credits.
Environmental Outcomes Reports and Infrastructure Delivery
Government has significant targets to speed up delivery of Nationally Significant Infrastructure. The Planning and Infrastructure team plays a significant role in supporting this delivery and ensuring that the planning system works smoothly and effectively while delivering for the environment. A key part of this role is working across Whitehall to influence reforms.
A top priority will be the development of a new system of Environmental Outcomes Reports. These are being introduced through the Levelling Up and Regeneration Bill, to replace the EU-derived Environmental Impact Assessment and Strategic Environmental Assessment.
The new system offers an opportunity to focus on the positive environmental outcomes of development and provide clarity to developers on the expectations of environmental requirements.
The development of Environmental Outcome Reports must ensure effective delivery of Government’s ambitions for the natural environment, and they must be clear on how outcomes are measured, monitored and reported on. We are looking for someone who can work closely with other government departments to make this happen.
**Job description**:
**Biodiversity Net Gain**
This role will help develop and implement net gain policy and advise on planning in the BNG policy team. This includes working closely with stakeholders such as developers and with other government departments and Natural England.
**Environmental Outcomes Reports and Infrastructure Planning**
This role will work closely with other government departments in the development of Environmental Outcome Reports, and Infrastructure strategies, plans and policies, ensuring that Defra’s priorities are reflected as policy develops.
