As the Deputy Chief Operating Officer you are responsible for working with the Chief Operating Officer to provide senior operational leadership and contributing to the strategic direction and service development of the Trust. The post holder is accountable for:

- Ensuring that patient safety and quality is at the centre of operational delivery.
- The effective and efficient delivery of all clinical and non-clinical support services.
- Delivery of all operational key performance indicators.
- Developing and supporting delivery of the Trust strategic vision and goals.
- Ensuring effective delivery of the Trusts key strategic projects.
- Supporting the Chief Operating Officer to ensure that the right systems and processes are in place to deliver NHSI and CQC compliance. The post holder will work closely and effectively with the Trust Board, Executive Team, our clinical teams, and partner bodies to ensure that effective governance and compliance with all regulatory body requirements is embedded within clinical and operational management.
- Working in close liaison with Care Groups, Deputy Directors and Executive Directors the Deputy Chief Operating Officer will be responsible for the development of sustainable service delivery.
- The Post holder will be required to deputise for the Chief Operating Officer

Sustainability is integral to the Trust achieving the NHS Net Zero target. All staff are therefore actively encouraged and supported to implement new ways of working within their field of expertise.

Ensure the delivery of high quality clinical services in line with the Trust’s Strategic Plan and key service objectives.

Establish sound financial and performance management arrangements in areas of responsibility.

Working with the Care Group leadership teams to ensure that robust governance and assurance processes are in place including the delivery of key quality and patient safety standards.

Ensure that systems are in place for the management of risk within areas of responsibility including clinical risk. Ensure that all relevant policies and procedures are systematically reviewed.

In addition, be familiar with the Trust’s major incident plan and the responsibilities of individuals and Directorates in its execution.

Participate in Director on-call rota.

To positively and proactively enable cultural and people change at all levels of the organisation to ensure effective integrated service and financial delivery.

Staff Management and Organisational Development

Areas of line management responsibility include the Trust Site team, Emergency Preparedness, Resilience and Response (EPRR), Planned Care Lead and Unplanned Care lead

Develop clear short and medium term workforce plans in areas of responsibility to ensure appropriate delivery of service plans. Ensure all service delivery and service developments take account of equality and diversity (including disability) legislation in line with Trust policy.

Establish a transparent and open communication strategy which allows for both a ‘bottom-up’ and ‘top-down’ information flow.

Create a supportive organisational culture in which people feel empowered and committed to high standards of care within the context of Trust's management culture.

Develop a culture within the teams that encourages innovation, supported by education and development opportunities to gain further knowledge and new skills for the benefit of both the individual and the organisation.

Delivery and Performance

Provide senior support to the Chief Operating Officer to oversee and manage delivery of the key operational performance indicators across the Trust which may include:
Ensuring clinical services are delivered in line with commissioned activity and planned income, maintaining control of expenditure, improving value for money and ensuring continued service development.

Introducing systems to ensure the collection, analysis and benchmarking of data to ensure continuous service improvement and the delivery of quality and safe patient care.

Managing the Care Group performance against national standards.

Performance management of Trust waiting lists on behalf of the COO ensuring strict adherence to the Trust Access Policy.

In collaboration with the other Deputy Directors, develop capacity plans and plans to address commissioned activity, ‘winter pressures’ and ensure effective implementation throughout all services managed.

Ensuring effective arrangements are in place for the management of complaints within the areas of responsibility in line with national and Trust policy.

Ensuring appropriate ‘learning’ from complaints, incident reporting and other similar communications.

Business and Service Development

Lead on the development and delivery of internal transformation programmes to deliver improvements to clinical and corporate services and to delivery improved efficiency.

Provide strategic leadership on the development of the annual operational plan along
