The challenges we face to improve quality of care, operational performance and deliver financial sustainability need to be tackled together if we are to make sustainable and transformational improvements. To support this, we are creating a new role to lead, develop and deliver our Improving Quality and Productivity programme of work.

The Trust strategy sets a clear ambition to provide Outstanding Care for One + All, supported by a focus on safe, high quality care and financial sustainability. The Improving Quality and Productivity programme, led by the Head of Transformation - Quality and Productivity, will substantially contribute to the Trust’s ability to deliver upon our strategy, as well as our operational priorities for 2023/24.

The postholder will be responsible for developing a programme of work which will make measurable improvements across quality, productivity and efficiency, taking a trust-wide, cross-cutting approach to improvement. Areas of focus will include:
1. Clinical and operational improvement and transformation
- Service Improvements to optimise pathways
- Speciality 'deep-dives' to support service improvement and transformation

2. Workforce productivity opportunities

3. Provider collaborative opportunities

The development of this programme will directly contribute to the delivery of our CIP plans for 2023/24 and beyond.

To support the delivery of this programme, the postholder will be supported by a project team consisting of expertise across Quality Improvement, PMO, Finance and Business Intelligence.

The postholder will report to the Deputy Director of Strategy and Performance, and will form part of the senior leadership team for the Strategy and Performance Directorate.

Provide strategic leadership to and drive the delivery of the Improving Quality and Productivity transformational change programme that will enable the Trust to achieve service improvements and a sustainable financial position, ensuring that the programme is properly planned, communicated and delivered throughout its lifecycle.

Work with Care Group leaders to own, design and deliver this work, with central support and co-ordination, across all specialties;
Work alongside external partners to ensure pathway and service redesign is reflective of agreed health economy wide strategies and, in doing so, build strong relationships with key stakeholders;
Be responsible for the delivery of the programme, ensuring each aspect is project managed in accordance with project management/QI methodology;
Be responsible for ensuring robust plans and monitoring mechanisms are in place to support delivery of the Trust’s CIP programme.

Work with the Chief Operating Officer and Care Group triumvirate leads to drive measurable improvements in productivity and efficiency;
Lead specific quality and productivity projects, working with a variety of internal and external stakeholders to achieve expected project outcomes;
Work with system partners to ensure that the Trust’s programme feeds into the broader Cornwall and the Isles of Scilly (CIOS) health and care system Financial Sustainability programme;
Advise and provide reports on the programme to the Programme Board and to other internal and external committees where required, including Trust Board.

Horizon scan to identify the potential for new strategically-relevant transformation schemes which can improve services, mitigate known risks or improve performance shortfalls;
Promote an organisational culture of improvement and delivery, embedding a consistent and sustained level of rigour;
Communicate and provide highly complex, sensitive and contentious information where co-operation is required in order to achieve the improvement and targets in the Trust performance such as communicating sensitive service change;
To ensure the robustness of the Trust’s processes and methodologies for escalation where performance against agreed standards / targets is not achieved - this will include timely identification of slippage in performance, analysis of the impact on other KPIs or milestones (within the clinical service and Trust-wide), analysis of the impact on national performance standards, and appropriate escalation;
Co-ordinate transformational project support to recovery programme projects;
Provide line management support to the programme team.
