**Job description**:
The newly formed Regional Delivery (RD) Centre of Excellence (CoE) allows Regions to focus on their responsibilities by leveraging knowledge from across RD and DIO supporting functions to develop better solutions. It is responsible for cross-cutting activities across our customers and delivers a programmatic approach to provide enhanced support. It embeds more agile ways of working, develops lean processes and support, defining and realising continuous improvement opportunities.

The CoE works across multiple stakeholders to gain insight, share and implement considered Learning from Experience, and provide consistent and coherent advice and strategic direction.

The Communications Lead role is an exciting challenge that will involve setting up a communications function to support the RD CoE. A new role that requires the post-holder to understand communications requirements and develop and implement a strategy to support a growing and busy delivery function. The post holder will operate both strategically and tactically, planning, advising-on and delivering communications to inform and engage a range of audiences. Experienced in stakeholder engagement and working collaboratively, they will establish relationships and partnerships, to enhance the reach of communications. They will work closely with the Corporate Communications team, ensuring that communications are planned and delivered through the most effective channels. Whilst the role sits within the COE team it has a professional line into the corporate communications team, who will support their everyday activities, as well as professional development.

**Person specification**:

- Lead the development and implementation of a communications strategy and plan for the RD CoE function
- Establish/identify channels and products to enable the delivery of targeted communications
- Oversee the delivery of a range of regular communications to support the RD CoE function, across a range of channels and to diverse audiences
- Build relationships across the business / in delivery teams, in order to identify good news stories and other communications opportunities
- Find creative ways to share news and exploit emerging trends and channels to raise the profile of the RD CoE’s work
- Assess the impact of communications and ensure continual improvement of products and channels
- Ensure high communications standards are met across all channels and products, adhering to GCS best practice and MOD communications policies and guidelines
- Work closely with the corporate communications team on both proactive and reactive communications
- Provide advice on communications activities and approaches to senior leaders
- Build relationships with stakeholders and partners to ensure the effective execution of communications campaigns

**Desirable Experience and Skills**
- Membership of relevant professional body (i.e. CIM, CIPR, PRCA, IOIC)
- Relevant professional qualification (i.e. CIPR/CIM)
