**Job summary**:
We are looking for an enthusiastic and motivated individual to join the team as a Legislation & Devolution Policy Advisor (at HEO).

The role is an exciting opportunity to work across two interesting and challenging areas of work - the development of UK legislation and the relationships with the devolved administrations. We are a busy, friendly team in the Union and Devolution Directorate, working to the Minister for Intergovernmental Relations and Secretary of State for Levelling Up. We work closely with teams from across the UK Government, including the Cabinet Office and No10. We advise teams on the drafting and approach to primary and secondary legislation as well as on engagement with the Scottish Government, Welsh Government, and Northern Ireland Executive. We work closely with the Territorial Offices, the Parliamentary Business and Legislation Committee Secretariat, and with senior civil servants and ministers to deliver on high profile matters. It is an excellent opportunity to understand the interactions between the UK Government and the devolved governments and a real insight into intergovernmental working.

**Job description**:
Key responsibilities and duties will include:

- Providing advice and guidance on devolution in relation to primary and/or secondary legislation; the devolution settlements in Scotland, Wales and Northern Ireland; and effective intergovernmental working;
- Managing (with support from the wider team and line management chain) an interesting portfolio working across several UK Government departments and pieces of legislation;
- Supporting UK Government departments and bill teams to engage with the devolved administrations;
- Tracking and managing the progress of the team's work and coordinating briefing products;
- Preparing and delivering high-quality verbal or written submissions, advice notes and briefings to senior officials and Ministers;
- Building and maintaining effective working relationships with internal stakeholders and senior leaders; You may occasionally be required to travel to other UKG/DLUHC locations across the UK.

Essential criteria
- Proven ability to form strong, trusting relationships with colleagues/stakeholders across organisational boundaries to deliver on departmental objectives.
- Excellent verbal and written communication skills, including the ability to distil complex policy information into key summaries/points for either senior officials and/or Ministers;
- Excellent policy skills, including the ability to analyse and use evidence to inform decisions; Desirable criteria: An interest in constitutional affairs and devolution;
- Existing experience of working on legislation or on devolution related issues;
- Familiarity with the devolution settlements.
