**Payroll Subject Matter Expert - Inside IR35**

**Contract Term: 12 Months**

**Contracting Authority: UK SBS (Shared Business Services)**

**Location: Swindon, Hybrid**

The postholder will lead the payroll activities in scoping, developing and implementing new processes and ways of working for two IT implementations - Future Shared Service II (FSSii) Programme and the Services for HR, Accounting, Reporting and Procurement (SHARP) Programme.

They will work alongside both the Programme Teams and UK SBS Operational & Functional teams to assist in developing the future payroll Target Operating Model, including regular interaction with the Payroll Operations Manager to ensure that the new systems, processes and their delivery meet our client and service operations requirements.

They will work closely in partnership with other operational managers and teams as well as both UK SBS & Client programme management offices to ensure business process continuity.

**Key responsibilities will include**:
**Individual**:

- Engagement in the various programme meetings and planning sessions leading to successful delivery of our new systems
- Collaboration with UK SBS and client Programme Managers to establish specific payroll deliverables / milestones
- Identify, from implementation, activities where gaps are created in existing business process material, create new best practice processes and ways of working
- Work with Service Delivery teams to organise participation of staff in testing events whilst ensuring no impact on business as usual
- Provide UK SBS input into the payroll activity involved in the overall programme(s), including successful delivery of all planned end to end parallel run procedures
- Act as operational SME for all pay related activities, interpreting client and UK SBS requirements, designing processes, delivery models and ensuring that payroll best practice processes are embedded in the solutions
- Engage and liaise with pension providers to ensure new system implementations meet their specifications and that these requirements are fed into the overall project
- Work with the programme and delivery teams to provide progress updates and articulate any payroll specific risks / issues etc
- Ensure senior managers and the Executive team are fully appraised of the specific payroll implementation progress payroll implementation progress

**Key Outputs**:

- Provide effective support to the Service Delivery Manager Payroll & Pensions and team colleagues to ensure the achievement of a successful payroll and pensions service
- Identify areas for continuous improvement, providing input and information to achieve problem resolution and operational effectiveness

**Experience and Qualifications**

**Essential**:

- Educated to A Level or equivalent experience
- Substantial payroll experience at managerial level
- Experience of working with ERP systems and/or SaaS solutions
- Experience of Payroll system migration and implementation projects
- Current knowledge of payroll legislation/best practice
- A proactive and problem-solving approach
- Strong analytical skills with the ability to interpret and present Management Information
- Experience of building and maintaining effective relationships with senior internal/external stakeholders
- Demonstrable leadership skills
- Strong customer and delivery focus
- Understanding of change management principles
- Able to successfully influence a range of stakeholders and employees
- Adopts and displays UK SBS core Values

**Desirable**:

- Professional qualification relating to the role
- Prior payroll project management experience
- Experience of managing self, individuals and teams through change
- Working in a Shared Services or similar environment
