- To manage and lead the transactional HR services ensuring that service is customer focussed, efficient and professional.
- Develop in conjunction with the Director of Workforce & Organisational Development and other key stakeholders and employee resourcing strategy that supports the Trust vision of being the leading provider of mental health and learning disability services, and employer of choice.
- Lead the development of the Trust Temporary Resourcing function, which delivers a reduction of annual spends on temporary staff whilst ensuring a flexible dependent workforce.
- Provide useful analysis of workforce information to inform the strategy and plans of the wider team.
- Create and develop a culture of continuous learning and improvement and service delivery.

Temporary Resourcing
- Closely monitor and provide analysis of temporary staff usage to the Executive Committee, business streams on a monthly basis.
- Work with Business stream leads to develop action plans to reduce temporary staff expenditure and ensure delivery of agreed savings.
- Develop and monitor a framework of approved agencies to deliver best value arrangements with commercial providers
- Ensure that there is a consistent and reliable supply of temporary staffing, who have undergone the relevant training and compliance checks.
- Benchmark temporary staffing usage and costs with other similar organisations ensuring best practice.
- To provide leadership management to the temporary resourcing team.
- Manage the staffing budget and any other delegate budgets.

Employee Resourcing
- To provide a cost effective recruitment service to the Trust ensuring that the Trust is portrayed as an Employer of Choice for all staff groups.
- To develop a and implement a robust Trust recruitment and retention and talent management strategy ensuring engagement with Trust managers, staff and staff side and professional organisation. Ensuring continual revision and updating of the strategy in line with the organisational needs and current market conditions.
- To work closely with the HR Business Partners to capture the strategic issues and translate into organisational programs and initiatives.
- To provide highly specialist advice to managers/staff in relation to workforce planning methods, working collaboratively with operational HR colleagues to devise effective solutions to workforce challenges which support national and local initiative and processes.
- To be responsible for the effective provision of all staff across the Trust through involvement in the establishment review process working with Senior Managers, and others ensuring staff are appropriately trained to meet service needs.
- To lead the employee resourcing team to ensure that staff are recruited in line with legal, best practice, mandatory and Trust policy and procedures ensuring that all pre-employment checks are appropriately discharged for all posts.
- Build a network of high quality specialist recruitment agencies for use in hard to recruit posts.
- To lead the development of a range of evidence based selection and assessment processes and advice the HR Business Partners on the appropriate methods.
- To develop in conjunction with the Director of Workforce & Organisational Development, Deputy Director of HR Head of Organisational Development and Head of Learning and Development the “employer brand” and ensure in promotion of this in order to recruit, retain and develop the organisational “talent pool”.
- Support the delivery of the Trust agenda in its widest sense by being a member Senior HR Management team and contributing to the overall effectiveness of the Workforce Directorate.
- Work with Managing Directors, senior managers and professional leads to ensure robust workforce recruitment plans are developed
