Business Support Officer

The NHS England and NHS Improvement Public Health Commissioning and Operations team oversees the delivery of effective commissioning of the £1.2bn Section 7A NHS public health programme by NHS England, working with strategic partners to secure appropriate funding for public health, and ensuring development and commissioning of high-quality services which deliver excellent public health outcomes for the population of England.
The role of the Public Health Commissioning and Operations team is to:
- Work with DHSC to negotiate the annual Public Health Functions Agreement and ensure it is effectively implemented and with the Office of Health Improvement and Disparities in DHSC on screening policy implications
- Work with and support NHSEI regional public health commissioning teams in the development and delivery of Section 7A public health programmes that they commission to improve quality of services and improve public health outcomes
- Work across the NHSEI directorates including the Screening Quality Assurance Service in the medical directorate to be able to lead, manage and develop existing programmes described in the S7A agreement
- Work with DHSC and UKHSA to ensure NHSEI is able to deliver the functions required to commission and operationally deliver screening, immunisation and CHIS services.
- Support the planning and implementation of any new Section 7A related public health programmes in liaison with UKHSA/DHSC, including planning and implementing programme changes and approving feasibility of policy and developing programme approaches in direct commissioning to transfer commissioning responsibilities to ICSs
- Provide leadership to programme and project management support to screening and immunisation programmes and other associated public health programmes
- Provide assurance to the NHS England board for the commissioning and delivery of Section 7A public health programmes concerning screening, immunisations and CHIS
The post holder will provide a pivotal role in the Public Health Commissioning and Operations Team, working closely with the Directors and Deputy Directors and providing business support to the team. The post holder will
- Organise meetings, boards and events, including full secretariat support such as agendas, papers and taking minutes, tracking actions and timeframes as appropriate
- Act as a key member of the team working collaboratively with stakeholders, both internally and externally
- Co-ordinate briefings and other internal governance materials, demonstrating competence in Excel, Word and MS Teams
- Provide business and project support in a range of areas across the programme supporting the delivery of our plans
- Travel and office arrangements for the team
- Have a can-do attitude, inter personal skills and work flexibly on pieces of work to support the programmes within the team
- Look for areas of improvement in their area of work
- Manage competing priorities and tight deadlines to work autonomously to drive own work programme and that of team members
In addition, we expect that the post holder and all team members will
- Keep up to date with relevant developments in the NHS
- Actively share knowledge and expertise, promoting and spreading good practice and continuous improvement in delivery of role
