We are seeking an enthusiastic and diligent policy and negotiation chapter lead in the Competition and Goods Team for this fast-paced, high-profile area, supporting Departmental priorities to secure world class free trade agreements (FTAs) and protect UK businesses from unfair practices. The role will be in the Trade & Competition sub-team, where we work to ensure open and fair competition for UK businesses by developing policy and negotiating commitments with trading partners on subsidies, state-owned enterprises and competition policy. The role will focus on developing policy and acting as Chapter Lead for four policy areas (subsidies, state-owned enterprises, competition and consumer protection) as part of the UK’s FTA negotiations programme. This will likely include leading negotiations with Canada and Mexico on these policy areas.
This is an exciting area of policy. You will need to be proactive, dynamic, able to balance competing priorities and problem-solve. While you do not need specific knowledge of trade policy or the regulatory environment, you will need to become an expert quickly. You will also need to be able to express technical arguments in a manner that is easy for non-experts to understand. You will need to confidently collaborate with Government departments and businesses to identify UK interests, leverage support for policy positions, and help formulate UK strategy for negotiations and other international engagement.
We have an ambitious programme of trade negotiations, so you may work on negotiations with several countries - sometimes simultaneously. You may also work to advance the UK’s interests across international fora including the World Trade Organization, G7, G20 and bilateral engagement with other governments.

**Job description**:
The role will lead a sub-team within Trade & Competition that covers some competition, consumer protection, subsidies and state-owned enterprise negotiations as part of the UK’s FTA programme, and elements of cross-cutting policy in these areas. This is a high-profile and stretching role for a Grade 7 leading for DIT in FTA negotiations, with responsibility for leading negotiations with international partners.
They will be supported in doing this by their G6 line manager, colleagues in our expert and specialised team as well as by country, analytical, legal and sectoral experts in the wider Department.
Key responsibilities for this role include:
- ** Leading live and upcoming FTA negotiations - **You will lead negotiations on four policy areas (competition, consumer protection, subsidies and state-owned enterprises), engaging your negotiating counterparts and drawing on expertise from Other Government Departments to promote UK interests and deliver our negotiating objectives. This is likely to include negotiations such as Mexico and Canada.
- ** Policy Development - **You will work closely with Other Government Departments to develop the UK’s negotiating position (in bilateral and multilateral fora), making recommendations that draw on expertise from analysts, legal colleagues, Other Government Departments, Overseas Posts, other policy teams and businesses to ensure the policy positions are in the best interest for the UK.
- ** Cross-Whitehall working - **This role involves significant collaboration across Whitehall. You will ensure there is a clear understanding of OGD objectives and priorities, making effective use of the resources you have, while also seeking to create a ‘one HMG’ approach while developing UK negotiating positions.
