**Job summary**:
The Department for Business and Trade was created in February from the Department for International Trade and the Department for Business Energy and Industrial Strategy. It brings together business and trade into a single department. The Trade Disputes Team in the Department for Business and Trade (DBT) is responsible for managing the UK’s international trade disputes and using the UK’s independent voice to champion global rules-based trade.

Trade disputes occur when one trading partner claims that another is in breach of their international trade commitments. Disputes can be worth billions of pounds to the UK economy, can have significant implications for the UK’s international reputation, and often make headlines.

The roles will be based within the FTA (Free Trade Agreement) and Case Policy branches of the Trade Disputes Team. The FTA branch is responsible for developing policy on, and negotiating, the state-to-state dispute settlement chapters in the UK’s free trade agreements. It also leads on implementing dispute settlement commitments found in the UK’s FTAs. The Case Policy branch is responsible for representing the UK’s interests in international trade disputes before panels at the WTO or under FTAs. This is a great opportunity to work on important and high-profile areas of work and gain first-hand experience of negotiating with a number of the UK’s trading partners and taking a leading role in dispute settlement.

As a Deputy Chapter Lead in the FTA branch, you will play a crucial role in developing policy for, and supporting negotiations on the dispute settlement chapters in future UK FTAs. You will also work on the programme of work to review and implement commitments under the dispute settlement chapters of UK FTAs, including a review of the disputes operating model to ensure readiness for an FTA dispute.

As a Policy Adviser in the Case Policy branch, your role will be to support the management of disputes, whether for offensive cases (possible breaches by trade partners of WTO or FTA obligations) and / or defensive cases (where the UK may be at risk of breaching its own WTO or FTA obligations).

- Contribute to the development of policy for the state-to-state dispute settlement chapters in new UK FTAs.
- Act as Deputy Chapter Lead in the negotiation of state-to-state dispute settlement mechanisms in new UK FTAs, able to grasp and explain technical detail to counterparts.
Support the programme of work to review and implement the commitments under the dispute settlement chapters of UK FTAs, working closely with colleagues in DBT and across government.Build and maintain relationships in DBT and across government to develop and test policy and ensure the effective implementation of commitments under the dispute settlement chapters of UK FTAs, as well as building relationships with negotiating counterparts.

- Proactively contribute to the management of trade disputes.
- As offensive and defensive disputes arise, convene and lead case teams as a dispute expert, working across teams and disciplines to deliver the UK’s objectives.
- Lead on specific third party disputes. Third party disputes are where WTO Members can participate in disputes where they are neither the complainant or the responding member and is a helpful way for the UK to build understanding of the dispute settlement system, as well as to raise points of strategic interest. The post holder will coordinate and lead work on specific disputes to ensure the UK is positioning itself as a promoter of the rules based system and in line with its wider interests.
- You will be an experienced policy official who has a record of working collaboratively across departmental boundaries; and can bring leadership, independent thinking to improve OGD understanding of trade dispute policy risks, and the mitigations needed to reduce their impact.
