**Community Neighbourhood Officer**

The Communities and Neighbourhoods team play a crucial role in this relationship, ensuring our neighbourhoods are places where everyone can thrive, and supporting residents to realise their ambitions for their local community.
**Job Role**
Community Neighbourhood Officers (CNOs) provide high quality housing management services to residents and agencies. The role combines elements of enforcement (around anti-social behaviour and tenancy fraud), community safety
(keeping residents safe in their neighbourhoods), housing management and community engagement (working with residents to identify priorities for change and supporting them to realise these ambitions). CNOs report to the Locality Lead for their area, and partner with colleagues from other internal teams in their locality.
**Key Duties**
**1. Enforcement**
Anti-Social Behaviour: investigating and reviewing cases, providing advice and support to tenants. Respond to issues in accordance with Soha’s policies, procedures and service standards. Communicate regularly with complainants to promptly resolve cases ensuring high customer satisfaction.
Tenancy Fraud: investigate and tackle tenancy fraud by liaising with partner agencies.
Tenancy Enforcement: Assist the Tenancy Enforcement Officer by providing fully investigated referrals and excellent case notes
**2. Community Safety**
Safeguarding: pro-actively identify, case manage and support those at risk by working with agencies to ensure all follow up actions are recorded and completed in accordance with Soha’s Safeguarding Policy.
Partnerships: represent Soha at Community Safety Partnership liaison meetings, working directly with Neighbourhood and Problem-Solving Policing teams
Domestic Abuse: provide Domestic Abuse Champion services. Participate in child protection conferences and Team around Child/Family meetings. Manage Domestic
Abuse Sanctuary Scheme referrals and follow up support
Public Protection: Attend and contribute to Public Protection panels
**3. Housing Management**
Tenancy changes: Process tenancy changes (assignments and successions) ensuring that our legal obligations are met and our residents are provided with the correct advice and support
Estate Management: deliver estate management services including regular estate walkabouts and pro-actively identifying any local or emerging issues within communities
**4. Community Engagement**
Active listening: drives up satisfaction that Soha listens to tenant views and acts upon them.
Communication: work with our central communications team to keep tenants informed about key messages from Soha via a range of communication channels and improve transparency around performance
Relationships: foster relationships with key local partners and co-creates a local plan to work towards local goals
Contact with residents: drives an increase in contact with residents as we seek to develop relationships of high trust.
Engagement: double engagement numbers with decision-making, including identifying how residents in a local area want to be involved and providing appropriate ways of this happening in a local context.
Fairness and respect: ensure that all residents in the locality feel like Soha treats them fairly and with respect - includes learning lessons from our complaints procedure.
Positive contribution: responsible for making sure Soha is seen as making a positive contribution to neighbourhoods.
**What you will need**
- Previous experience of estate management and ASB casework including the ability to interview victims and witnesses of ASB, manage complex project work, drafting statements and preparing evidence for court
- Ability to prioritise effectively and work on own initiative
- Ability to deal effectively with tenants who may be distressed, anxious or aggressive
- Be able to work effectively with partnering agencies such as, Police, Local
Authorities, Social Care, Mental Health Services
- Excellent communication, numeracy and IT skills
- Full driving licence and access to a suitable vehicle
- The flexibility to work occasional evenings and/or weekends
