As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

**Job description**:
To monitor the compliance of all reservoirs in Wales against the legislation (Reservoir Safety Act). To liaise with all reservoir owners and to provide day-to-day management of the reservoir regulation database and compliance systems. To provide instruction, advice and guidance to reservoir owners on registration and compliance issues, including on safety breaches and remediation processes under the Reservoir Safety Act (under direction of advisors in the team).

Your primary role will be to help manage the process for reminders for the appointment of Supervising Engineers or Construction Engineers; respond to appointments made, review engineers’ reports to identify compliance issues, respond to non-compliance and & statutory directions. You will be responsible for adding the recommendations and key dates for completion onto our system and to produce reports for analysis monthly, quarterly and annually. You will also be responsible for assisting other team members with identifying trends and issues.

**Responsibilities**:
Your responsibilities include:

- Ensure effective safety governance of reservoir undertakers (owners) processes under the Reservoirs Safety Act.
- Be responsible for producing reports and documents of a technical or specialist nature to assist in the delivery of reservoir safety for Wales.
- Provide technical and legislative input to the reservoir safety regulation and compliance by the delivery of tasks associated with the regulation/enforcement processes.
- Solve problems and make decisions that impact on the management of reservoirs across all many NRW services and teams.
- Be responsible for the safe and effective use of NRW information and tools related to reservoir safety, much of which is highly sensitive and restricted by Government.
- Lead on the reminders for the appointment of Supervising Engineers or Construction Engineers and respond to appointments made.
- Lead on the reminders and follow-ups for breaches in safety legislation, and responses.
- Lead on performance reporting for the regulation/enforcement service.
- Maintain and improve performance support database and systems including Cronfeydd Database.
- Lead on stakeholder and customer engagement of undertakers and owners of reservoirs across Wales
- Assist in the development and roll-out of charging and cost-recovery processes.
- Assist in the enforcement of breaches of legislation and safety risk by undertakers
- Support the delivery of fit-for-purpose reservoir safety processes in regulation/enforcement.
- Co-ordinate and support legal and regulatory service activities in relation to legal challenges against risk designations
- Assist in the production of Wales-wide guidance related to reservoir safety
- Support the delivery of continuous improvement of reservoir safety projects and processes
- Maintain and update reservoir safety administration, including publishing of guidance.
- Required to take part in incident response activities

**Qualifications, experience and knowledge**:
Knowledge and experience of the following:

- Degree level or equivalent in a relevant discipline (Engineering/Environmental Engineering/Earth Sciences).
- Be working towards membership of a professional institution (CIWEM/ICE)
- Have good communication skills and the ability to operate across an internal/external network of staff, influencing and persuading to achieve desired outcome to time and resource.
- Have experience of developing and maintaining good customer relationships, internally and externally.
- Ability to deliver results to timescales.
- Ability to manage your own workload and show initiative to make improvements with mínimal steer.
- Excellent experience of software packages including Excel, PowerPoint, GIS.
- An understanding of relevant legislation and how it relates to the Reservoir Safety Team processes.

**Welsh language requirements**:
**Essential**:Level 1** - able to pronounce Welsh and use basic phrases
