**About the Role**:
The Head of Bids and Contracts will drive forward critical business functions within the Business Development Unit (BDU), providing strategic leadership for bids and tender activity alongside the management of commercial contracts.

Building on a successful track record of working with the public sector, business is increasingly acquired through competitive bid and tender activity as part of a procurement process. This provides a key channel to market across the solutions portfolio and contributes significant revenue the University. Both the complexity and size of this activity has grown substantially over recent years and the role holder will be accountable for this challenging business endeavour, leading and co-ordinating all the activities that secure the Universities placement on National and Local frameworks and facilitating the acquisition of business through this route.

The key focus of the role is the public & private sector bid & tender activity although the role holder will manage a commercial team who will handle the development and management of commercial contracts across the portfolio including both UK and International business lines. They will assess the commercial feasibility of opportunities, due diligence, contract negotiation, and the management of contract variations, amendments and terminations.

Working closely with the BDU Senior Leadership Team and key stakeholders, the post holder will lead and be accountable for these efforts and cultivate a centre of excellence within the University.

The post holder will have good strategic awareness, develop a sound knowledge and appreciation of the University’s operations, and build effective relationships with stakeholders across the institution.

**Key Responsibilities**
- Lead a team to deliver high quality outputs and service to the Unit and the wider University, work proactively and collaboratively with a focus on continuous improvement and becoming a centre of excellence.
- Cultivate and manage appropriate relationships within the University (e.g., BDU, faculties, project teams) as well as with external clients and other stakeholders, and act as a representative for the BDU.
- Project management of the bid production process from tender receipt to submission, including planning all bid activity, developing the bid timeline, setting key milestones, deliverables and ensuring each bid is compliant.
- Lead a review of current systems and processes associated with Bids, Proposals and Contracts and develop and implement solutions for an enhanced business function, delivering business efficiencies, optimising service user experience and enabling proposition delivery at scale. Keep processes under review in response to business needs.
- In liaison with key stakeholders, to lead on the assessment of B&P opportunities and on the development of bidding strategy and delivery processes, including the production of bid response, stakeholder consultations and approvals, and timely submissions.
- Direct the review of bid documents and ensure that customer requirements are fully reflected in bid responses, ensuring that the Universities capabilities and solutions, Unique Selling Points and Win Themes are adequately represented in the submission. Work creatively with the Commercial team to drive the quality and relevance of bid responses.
- In liaison with key stakeholders, direct the assessment of commercial risks of potential opportunities and oversee the lifecycle of contracts, including identifying and implementing contract revisions through effective negotiations with internal and/or external stakeholders in response to their requirements.
- Ensure the generation of management information for Bids, Proposals and Contracts, effectively responding to stakeholder requests for reports and insights, and ensuring that underpinning data is efficiently and accurately maintained and updated by the team (e.g., on CRM system)
- Keep BDU Leadership Team and other key stakeholders appraised of emerging risks and issues and changes in regulatory environment that may impact on commercial decisions; propose mitigations and solutions to arising challenges as appropriate.
- Support the Unit’s strategic priorities and the Universities commercial strategy by building and maintaining business relationships with business development colleagues, Faculties, Finance and other, acting as the key point of contact for guidance and advice to internal stakeholders and ensuring effective knowledge transfer between teams.
- Direct and manage a team of Commercial Contract Managers and Bid Managers, tracking the changing workload volumes generated by different opportunities, ensuring appropriate resource allocation in response to business needs and priorities, and overseeing the achievement of agreed KPIs and team objectives as per annual business plan.
