**Job summary**:
Defra’s ambition is one of a data driven department, this will enable the implementation of policies and programmes supporting the UK as an independent coastal state and our need to reassess how we can meaningfully monitor progress against Government’s 25 Year Environment Plan and the UK Marine Strategy. To deliver on these ambitions the Marine and Fisheries Directorate will strengthen its data systems, management, and governance to ensure data are findable, accessible, interoperable, and reusable (FAIR).

The post holder will be responsible for the development and delivery of the Ocean Sustainability Data Roadmap, which sets out the Marine and Fisheries Directorate’s ambition for transformative change across data systems, management, and governance. The delivery of the roadmap will be connected to existing initiatives within Defra, across government, and beyond.

The role requires a strong strategic approach to effectively set direction and secure support from technical and non-technical stakeholders. Furthermore, the post requires excellent engagement and management capabilities so that programmes can be effectively delivered across organisations (arms-length bodies, third-sector, academia).

**Job description**:
Key responsibilities include but are not limited to:

- Owning and developing the strategic Ocean Sustainability Data Roadmap, coordinating stakeholder input, and ensuring alignment with relevant initiatives within and beyond Defra
- Owning and developing the marine natural capital and ecosystem assessment programme’s data and digital workstream, working effectively with digital delivery partners and arms-length-body stakeholders
- Lead contract management for the development and operation of marine and fisheries data systems
- Leading business case development for data and digital programmes to deliver long-term data transformation vision, including in preparation for future spending review bids
- Working with science, analysis, and policy colleagues to understand user needs and translate priorities into data infrastructure, products, and services
- Working with the Monitoring and Innovation team and Evidence Application team (and scientific teams) to ensure that data collected are effectively managed in accordance with FAIR principles
- Leading key strategic relationships related to data both within and outside of Defra to build cohesion across marine and fisheries data landscape
- Coordinate cross-organisation data governance groups to promote cohesive strategy
- Maintaining a close relationship with the terrestrial Natural Capital and Ecosystem Assessment programme to ensure coordination and cohesion where appropriate
- Leadership of an agile multidisciplinary team

**Person specification**:
**Essential Experience**
- Experience developing and implementing data management structures and governance processes, including data management plans and data sharing agreements
- Experience communicating data strategy, systems, and management to both technical and non-technical stakeholders
- Experience working and influencing across organisations to achieve common objectives, articulating steps to deliver change
- Experience working with data and data systems including a developed understanding of end-to-end data lifecycles and working with digital delivery partners
- Knowledge of FAIR data principles (findable, accessible, interoperable, reusable)
- Strong interpersonal and communication skills to build and maintain effective relationships across organisations and secure stakeholder buy-in to transformative change

- Professional data management qualifications (e.g. DAMA)
- Awareness of the marine and fisheries data landscape
- Awareness of existing data guidance including the National Data Strategy and UKMMAS Data Strategy, and an understand of how this guidance affects the Marine and Fisheries Directorate
- Awareness of GDPR and the management of personal data
- Ability to work with uncertainty and respond positively when events and positions change
