Lead the establishment of a Public Health Genomics Programme in PHW, and delivery of an agreed programme of work.
- Provide professional oversight and leadership for the bioinformatics team within Public Health Wales Infection Division.
- Support the Head of the Pathogen Genomics Unit (PenGU) to deliver an effective Pathogen Genomics Service for Wales, including the maintenance of a Bioinformatics Quality Management System in compliance with external accredited regulatory bodies, and the assessment of performance and interpretation of bioinformatic processes and investigations undertaken in accordance with laboratory policies and protocols.
- Work with the Director of Infection, Director of Health Protection and Director of Screening and their teams to support delivery of outcomes for the Programme.
- Provide strategic leadership to link bioinformatics and genomic epidemiological activities undertaken within Infection and Health Protection services.
- Support the strategic development of genomics in clinical diagnostic services in Public Health Wales.
- Oversee the maintenance and development of the systems (physical and virtual) and software used in the Pathogen Genomics Unit, including new clinical genomics services.
- Oversee and undertake complex analyses to support clinical services and clinical decision making.

MAIN DUTIES AND RESPONSIBILITIES
The following list is not exhaustive, but indicative of the role:
Strategic Leadership
- Work with external stakeholders to support the development of the Public Health Genomics Programme within a Welsh, UK and international context.
- Develop strategic links across PHW and with external stakeholders, including Welsh Government, to develop a public health genomics strategy for PHW, deliver the Public Health Genomics Programme objectives, and support the PHW board and Genomic Partnership Wales Board in the development and delivery of the Precision Medicine strategy in Wales.

Service Development
- Work closely with the Director of Infection, the Head of PenGU, Director of Health Protection, Welsh Government and Genomics Partnership Wales to develop a public health genomics service in Wales, including for pathogen genomics.
- Lead the development of policy and protocols, utilizing big data approaches, to ensure that the outputs of whole genome sequencing is used to inform action for population and individual benefit. This includes, and is not restricted to, health protection response (e.g. investigation of outbreaks of communicable disease), population screening, IT-related aspects, such as data access and security, and overseeing relevant research activity.
- In conjunction with the Head of PenGU, be responsible for the management of the maintenance of consumables and equipment for service delivery including research and development projects.
- Lead and oversee the development, implementation, population, maintenance and utilisation of NGS analysis software and databases, in order to develop spreadsheets and databases for the storage and analysis of results and genetic data, using general and specialist software.
- Ensure the integration of advanced microbiology and computer science/systems engineering skills to develop and manage the bioinformatics and IT services required for the genomics services provided by PenGU.
- Oversee the deployment of special tests requiring advanced theoretical and practical knowledge across a range of professional expertise e.g. validation and assessment of bioinformatic tools, and internet resources applicable to aid in the interpretation of results.
- Oversee the deployment of advanced theoretical and practical knowledge across IT, microbiology and bioinformatics to lead thede novodesign, development, evaluation and implementation of new genomic assays in the Pathogen Genomics Unit.
- Provide professional oversight for bioinformaticians in PHW, including the development of a bioinformatics environment that provides systems for writing and maintaining accurate records of service improvements and their validation to comply with ISO15189 (UKAS) accreditation

Training and Teaching
- Produce training materials and deliver teaching to a wide range of audiences, informally and as part of a formalised educational course.
- Develop and lead the provision of basic and specialised training for bioinformaticians, as required.

Research and Development
- Oversee and undertake, where required, research and development in the area of microbial bioinformatics and pathogen genomics, undertaking work as part of Genomics Partnership Wales and the Public Health Genomics Program
