This role of Senior Responsible Officer (SRO) is an exciting senior leadership role within the NHS Business Services Authority (NHSBSA), responsible to the Chief Executive for the procurement, transition and transformation of the HR and payroll platform utilised across the NHS.

The NHSBSA is an innovative organisation. We help the NHS to run efficiently by providing platforms, products and services to support the workforce, primary care and UK citizens. We support the NHS workforce agenda through the provision of a range of key services including the Electronic Staff Record (ESR) system which is the largest centralised HR and payroll system in the world. It is the platform on which NHS organisations record essential workforce, skills and training information and pay their staff over £45 billion per annum.

The NHSBSA is undertaking a major programme to deliver the next generation of this system, and we are looking for a new SRO to lead on this transformational journey.

There is already a broad team in place with the necessary expertise and experience, and the new SRO will lead this team and critically, connect with the wider NHS to influence and motivate leaders across the system to engage with the new future NHS workforce solution.

As SRO, you will lead the experienced transformation team in shaping and delivering the future workforce solution, setting the strategic and delivery direction of the programme, ensuring full alignment with the strategic priorities of both the NHS and the Department of Health and Social Care.

You will own the programme business case throughout the programme, including the benefits and outcomes, and be accountable for the programme meeting its objectives within key timeframes. You will need to ensure appropriate project governance is in place, enabling you to regularly provide updates to DHSC and NHS service sponsors, commissioners and users. There will be a significant programme budget for you to manage, making sure that the programme is delivered within the agreed budgetary commitments, in line with agreed delegated authority and tolerances set by HM Treasury.

You will need to establish a strong connection with the most senior leaders (CEOs, HR Directors) across the system to engage with the new system and the potential it can deliver for the benefit of an individual organisation and the wider system. External engagement, assurance and stakeholder management across these leaders will be essential to influence the implementation of the new workforce solution as competing demands may take their priority.
