**Job summary**:
**The Department for Environment, Food and Rural Affairs **(DEFRA)** stands at the forefront of addressing a wide array of issues that profoundly shape people’s lives. We are responsible for England’s environment, countryside, and rural economy, as well as oversight of the food and farming sectors. Additionally, we bear primary responsibility for safeguarding against a diverse range natural threats and hazards. Defra also plays a leading role in combatting global biodiversity loss and climate change, through international programmes.

**Defra group Commercial (DgC) provides commercial expertise across a range of areas in market facing category teams.**

DgC is responsible for a £6bn contracts and grants pipeline with a team of circa 250 commercial professionals. We are growing to meet the needs of our customers and an increasing spend portfolio.

We deliver a range of focused commercial services across the Defra group. We lead on end-to-end procurement and category management, provide contract and supplier relationship management support, deliver assurance for complex commercial transactions, and deliver general grants. We lead Defra compliance with procurement regulations and promote government policy, innovation and change through procurement delivery.

We provide commercial services to organisations within Defra group which include Environment Agency (EA), Animal and Plant Health Agency (APHA) and Natural England (NE). We work collaboratively with other governments departments such as Foreign Commonwealth and Development office (FCDO), Department for Energy Security and Net Zero (DESNZ) and Home Office.

**Job description**:

- ** The Science Capability in Animal Health (SCAH) Commercial Team** support the multibillion-pound SCAH programme which aims to redevelop the APHA Weybridge site. This world-class science centre is an internationally important site and provides the UK’s main animal health science capability.
- ** The Buildings Science Team **support the Technical Services capital delivery programme for the science estate, predominantly based at the Weybridge site, but also other regional laboratories operated by APHA across the country;
- ** The Grants & Grant Prominent Programme (G&GPP)** team provides commercial oversight of several high-profile portfolios. Work within this team includes delivery of grants, commercial contracts and multilateral agreements (e.g. UN initiatives). Programmes include the Farming and Countryside Programme, Nature for Climate Fund, UK Seafood Fund and international initiatives such as the Global Centre on Biodiversity for Climate, the Blue Planet Fund and the Biodiverse Landscape Fund.
- ** The Environmental Goods & Services (EGS) team **deliver contracts for research, surveillance monitoring services and equipment and clean up materials. Expert advice and technical support on environmental matters, laboratory equipment and maintenance, including veterinary and disease control services.

As a Senior Category Officer, you will report to a Category Manager assigned to a commercial category within Defra Group Commercial (DgC).

**What will your responsibilities entail?**
- Providing support and leadership in the commercial delivery of medium to high-value and risk projects, procurements, grants and contract/supplier management within a market-facing category team throughout the entire commercial life cycle.
- Developing initial procurement or grant strategies and contributing to business plans.
- Planning and managing market engagement exercises.
- Collaborating with customers to prepare pre-tender and tender documents.
- Conducting tenders in compliance with Public Contracts Regulations and managing evaluations.
- Formulating recommendations for tender outcomes (Contract Award Reports) for approval via Governance Boards.
- Collaborating with stakeholders to prepare contract or grant management documentation.
- Establishing and maintaining effective relationships with suppliers to ensure exceptional performance in cost, service, and quality.
