We have two HEOs role available in Group Operations, within the Ministers, Accountability and Strategy Directorate.

The Policy Assurance & ALB Oversight Team (PAAO Team) works at the heart of the Department in the Governance and System Oversight branch of the Ministers, Accountability and Strategy Directorate. The team manages a number of cross-cutting areas across Departmental policy and sponsorship of our Arm’s Length Bodies (ALBs) including ALB accountability, sponsorship capability, the Public Sector Equality Duty and Better Regulation. The team has a diverse and interesting portfolio, and no two days are the same. We are a friendly, supportive team who have a relentless focus on staff wellbeing. **Job description**:
**ALB Oversight Advisor (HEO)**

The role is an opportunity to work on a complex and fundamental area supporting the Department’s Arm’s Length Bodies. It is an excellent opportunity to work collaboratively across many different parts of DHSC and the wider Government, engaging teams to support our ALB Sponsorship teams and sharing your expertise with the Department. You will help brief Department senior leaders and Ministers, act as conduit with the Cabinet Office Public Bodies team, organise and carry out the secretariat function for senior leader meetings, and support other elements of the Governance and Accountability group.

In addition, one of the roles will have responsibility for improving the department’s assurance processes to the Public Sector Equality Duty, a legal requirement on the Department, to ensure it is clear throughout the policy development process, how we have paid due regard to the Public Sector Equality Duty. Further to this, the postholder will be responsible for ensuring the newly refreshed Equality Objectives are embedded across the Department and for producing a report against those objectives and the equality duty each year.

**ALB Oversight Advisor (HEO role)**

You will support oversight of the health and care system by:

- Leading for the Department on liaising with the Cabinet Office Public Bodies team - maintaining positive and effective working relationships, ensuring clarity on Cabinet Office guidance, and supporting teams across the Department to make links where necessary;
- Keeping up-to-date on your own portfolio of ALBs, supporting sponsor teams with engagement, troubleshooting and central alignment;
- Proactively making links across the other teams in the Directorate including Private Offices, the Strategy Unit and others.
- Carrying out the secretariat function for Senior Sponsorship Board and ALB Senior Leaders meetings.

You will demonstrate excellent stakeholder management skills including:

- Developing a keen awareness of the priorities of ALBs and policy teams across the Department and proactively ensuring alignment; and
- Seeking continuous improvement in the way that we support ALB Sponsor teams and others across the Department.

You will also get involved with other elements of Policy Assurance and ALB Oversight policy, including:

- Regularly presenting at sponsor group meetings;
- Working with other colleagues in the team to improve Departmental capability on ALBs, accountability and policymaking;
- Understand and support the rest of the team’s work areas (Better Regulation and Equalities) to ensure we can work in a flexible way across the team, responding to changing priorities and providing an excellent service to Ministers and stakeholders.
