As part of the senior management team you will ensure a culture of continuous improvement.

You will oversee all aspects of service delivery within the accommodation services, community services (including High Risk services) and children and young people’s services, to ensure that WALL meets its contractual requirements.

You will support the development and implementation of integrated service strategies and operational plans, routinely reviewing their effectiveness, making appropriate adjustments in conjunction with the CEO

You will lead on training and data collation and analysis across WALL and attend multi agency, strategic and regional meetings as required.

You will deputise for the CEO.

You will act as the Designated Safeguarding Lead for WALL.

You will lead on all areas of Safeguarding and Health and Safety across WALL and attend multi agency, strategic and regional meetings as required.

**On Call**:You will be required to participate in an out of hour’s rota.

Main Duties

**Service Delivery**
- Monitor service performance in line with the Service Development/Operational plans & funding requirements, including submission of information in line with contractual requirements
- Comply with service accreditation requirements and oversee that the team’s caseload is managed and monitored in line with operational procedures and policies, completing case file audits at the agreed frequency to ensure quality and consistency of service.
- Ensure appropriate risk assessments and risk management procedures are put in place and that appropriate and timely referrals are made to MARAC, etc.
- Lead on the development and implementation of WALL’s safeguarding policy and practices, delivering staff training across WALL and ensuring that the highest safeguarding standards are in place throughout all aspects of service delivery, ensuring that learning is fully embedded.
- Identify where children/young people and vulnerable adults are at risk and lead on Safeguarding Procedures.
- Liaise with all relevant statutory and voluntary agencies to continue to build and sustain the links necessary for the effective operation of service provision.
- Identify any staffing or managerial problems in service provision and inform and liaise with the CEO to address and minimise any issues raised.
- Ensure all line managed staff complete monitoring statistics/returns (as requested) to meet deadlines for monitoring purposes.
- Induct, supervise, line manage and support all relevant staff, in line with polices, ensuring staff receive training in line with WALL’s training policy as required for effective job performance.
- Ensure all staff regularly attend and participate in team meetings and other internal/external meetings, as appropriate.
- Ensure all workers complete Entry/Exit & other questionnaires with clients in order to monitor service deliver.
- Lead on all issues of health and safety for the refuges and dispersed refuge accommodation.

**Staff Management**
- Work in partnership with all staff to maintain a high-quality service provision that reflects the culture and principles of WALL whilst incorporating the demands of funders and clients.
- Induct, supervise & support all relevant staff on a regular basis in line with relevant policies.
- Manage and record annual leave approvals & sickness absences & return to work, for line managed staff in accordance with relevant policies.
- Ensure all staff receive training & support in line with WALL’s training policy, and as required for effective job performance.
- Ensure all staff regularly attend and participate in team meetings & any other internal/external meetings as appropriate.
- Ensure that all returns/time sheets are clear and accurate prior to submission to Finance.

**Finance**
- Ensure all authorised spending is within budget parameters and that tight control is kept on all expenditure.
- Ensure that the petty cash systems spend approvals, travel expenses etc, are in line with WALL’s policies and procedures, working alongside the Finance Manager.
- In partnership with the CEO/Finance Manager ensure monitoring returns required by funders are completed and submitted on time.
- Ensure that rental income is maximised for refuges.

**Liaison with external Agencies**
- Represent the service at multi-agency operational and relevant-level strategic meetings, feeding back initiatives and outcomes internally as appropriate.
- Ensure positive and appropriate promotion of the range of WALL’s services across Leicester, Leicestershire and Rutland.
- Influence and develop strategic and operational responses to improve services to victims of domestic abuse ensuring that the experiences of service users are central.
- Manage political relationships and influence local strategies to tackle domestic abuse.

**Data Collation**
- Lead on data collation and analysis for WALL.
- Ensure that as ‘super user’ for the bespoke data base, you have an in depth understanding of
