Ensure estates are maintained at the highest possible standards of cleanliness, safety, security, and appearance. Leading a team of caretakers, responsible for all aspects of their line management, including overseeing and supporting their training and development, conducting of regular one to one supervision meetings and assessment of health and wellbeing, health and safety compliance, performance, conduct and sickness absence management, in accordance with Council policy and procedures.

Responsible for monitoring and taking corrective actions of services associated with estate management functions, such as waste and recycling, grounds/greenspace maintenance, communal repairs, and estate lighting. Work collaboratively and develop strong working relationships with other teams and partner agencies, such as refuse, repairs, new build and project teams, tenancy management, community safety, police etc. Work closely with residents and resident groups to ensure their enquiries and requests for service improvements are met (in so far as is reasonably practicable).

Key Responsibilities:

- Regularly inspect and monitor the estate services within the management area including estate lighting, horticulture, communal repairs, waste collections, play areas, sports pitches and garages, ensuring the services provided are meeting the highest possible standards of safety, security, cleanliness and overall appearance. The frequencies of these inspections will be determined by Estate Services Area Manager and by procedural requirements. Inspections should be conducted with due regard to tenant representatives and Members involvement as required, with follow up remedial actions to be raised and tracked to completion.
- Ensure health and safety related tasks, including fire safety inspections and fire risk assessments actions are conducted and completed within target times and associated records are updated on management systems. Working closely with Corporate and Neighbourhood H&S colleagues.
- Ensure the effective identification, ordering and tracking to completion, of all communal repairs, including urgent H&S and emergency repairs; post inspecting to ensure quality standards are met.
- Respond to emergencies and to aid affected residents, the emergency services, utility companies etc. taking the necessary measures to minimise inconvenience and protect the council’s property from damage.
- Work collaboratively with the Tenancy and Community Safety teams, Police and Special Project Teams to help address anti-social behaviour on estates. To keep residents updated regarding the actions taken by estate services to assist in the resolution of ASB issues.
- Liaise with Tenancy Management on matters relating to the general tenancy conditions including any breaches such as subletting, fire risks, hoarding, complaints.
- Be proactive and work in partnership with the Community Development Team and other agencies to help develop and promote resident participation, consultation, and community development, with the aim of meeting the needs of tenants and the local community.
- Collaboratively working with other Council teams and partner agencies when dealing with multi-faceted or complex issues, to obtain the most effective outcomes for our residents.
- Act as the link with Tenant Management Organisations, to ensure that all parties to the Management Agreement are aware of their responsibilities and are carrying them out effectively.
- Liaise with Tenants and Residents Associations (TRAs), leaseholder groups, Tenant Management Organisations, and other recognised bodies, on matters relevant to the estate. This will also involve attendance and active participation at resident’s meetings, some of which will require your attendance in the evenings.
