The Inpatient Maternity Matron is a pivotal member of the Senior Leadership Team which has devolved responsibility and shared accountability for the operational delivery and strategic development of the Maternity Service. The post holder will act as a role model for outstanding clinical leadership and management and play a vital role in developing and implementing the Maternity Service strategy and vision in line with the Trust’s vision, values and strategic goals. The post holder will be responsible and accountable for the effective delivery of services and staff within the Maternity In-Patient areas and Bereavement at the John Radcliffe Site.**The post holder will**:

- be accessible and visible to staff, patients and visitors
- manage the delegated budget by monitoring the use of resources (pay and non-pay), investigate areas of overspend and take prompt action to ensure that the highest standards are delivered within the resources available to the department
- ensure maintenance of statistics and contribution to activity reports
- develop systems to ensure all activity within the defined clinical areas is recorded and appropriately funded
- contribute to the Midwifery Leadership Team On Call Rota, which provides 24 hour cover for the maternity service across all maternity areas within Oxford University Hospital NHS Foundation Trust site
- participate in the Day-to-Day Operational Manager shifts (Bleep holding)
- work closely with the Midwifery Leadership Team to ensure excellent standards around the environment, infection control practices, high standards of cleanliness and compliance with national and local standards are met
- work closely with the wider multidisciplinary team across wider maternity services, Directorate and Division.

**Management and Leadership**:

- Promote and contribute to the development of evidenced based practice
- Ensure compliance with agreed guidelines and standards for maternity care in collaboration with midwives and the multi-professional team
- Engender a culture of respectful relationships
- Provide management and leadership to the team based in the areas of responsibility
- Be actively involved with all aspects of Clinical Governance, including investigating and implementing actions related to complaints
- Ensure that investigation action plans are implemented
- Support managers with staff development plans
- Participate in the development and implementation of Trust Policies and Guidelines
- Liaise with; Director of Midwifery Services, Deputy Heads of Midwifery, Consultant Midwives, Consultant Obstetricians, Midwives and Sonographers in the development of evidence-based practice
- Identify areas for audit that address national and local strategies and guidelines
- Contribute to local and national audits
- Ensure staff who come into contact with vulnerable adults or children during the course of their normal duties are aware of their responsibility to safeguard and promote the welfare of children, young people and vulnerable adults

**Clinical Responsibilities**:

- To work collaboratively with colleagues to promote a customer focused culture that enhances the patient experience
- In collaboration with the Clinical Lead, ensure that Clinical Governance, Risk Management and Quality Assurance initiatives are achieved within Maternity Services
- To ensure strategies are in place to effectively manage emergency situations in the clinical areas
- In collaboration with the Governance Team, ensure that any necessary action plans are implemented as a result of internal or external reports
- Communicate/present complex information to key stakeholders (CCG, BOB LMNS, University, Leadership Team, staff, birthing families)
- To demonstrate use of excellent communication skills in all aspects of work, whilst ensuring strategies are in place that promote effective working relationships at all levels
- To raise the profile of the Maternity In-patient and Bereavement service areas at Local, National and International level
- To manage conflict promptly and effectively and to ensure that strategies are in place to support staff
- In collaboration with the Governance Team, facilitate the implementation of an effective Risk Management strategy whilst ensuring that all Trust Policies / Procedures are both adhered to and implemented and that all relevant training and mandatory updates are provided for all staff
- Work with the PMR lead as part of the governance process.
- Demonstrate how user feedback can facilitate change.

**Personnel Management and Organisational Development**:

- Ensure that all performance, attendance and disciplinary matters are dealt with promptly and effectively utilising guidance from the Human Resource Department
- Provide support to the Midwifery Leadership Team in dealing with complex management issues
- Ensure that plans are in place for all staff to have timely annual appraisal and appropriate person development plan
