We set up the roads to realise the Mayor’s vision for a fairer, greener, healthier, and sustainable city. We work closely with anyone doing roadworks on our roads, optimising highway layouts and logistics to ensure mínimal impact across the modes. This includes our own teams at TfL, all the London boroughs; water, gas, and telecoms companies; and private developers building homes and offices. We always put our customers first, and make sure to use all available tools and techniques to minimise impact to the travelling public whilst changes to the network are taking place. Our work is critical in keeping London functioning efficiently and safely above the ground.

We now have an opportunity to join our busy Network Performance team as a Network Impact Manager.

You will support the Lead Network Impact Specialist in the strategic forward planning of planned network improvements and works, in order to minimise delays and disruption to all road users on London’s road network. You will be accountable for supporting the objectives of the Mayors' Transport Strategy in your operational decision making.

**Key Accountabilities**
- Contribute to the production and maintenance of a rolling five-year plan for the coordination of all planned interventions and events on London’s road network, consulting with a wide variety of internal and external stakeholders
- Provide area specific information for, and assist in production of network performance indicators (heat maps / corridor predictions) for current and future years
- Assist in the management of scheme assessment, works planning activities and traffic impact mitigation measures within Network Management and Resilience as required
- Maintain and facilitate effective working relationships, with members of the relevant TfL divisions, groups, external partners, and stakeholders to assure the effective planning, assessment and coordination of schemes and works
- As directed support colleagues in liaising with internal stakeholders about the monitoring/reviewing of network performance against predictions in alignment with the monitoring strategy
- Assist the senior team with TfL’s formal review of schemes and works proposals from boroughs and internal TfL businesses, ensuring that all notifications are effectively and efficiently assessed as directed by line manager or colleagues
- Liaise with scheme and works promoters as instructed by the Lead Network Impact Specialist
- Review and report on the comparison between actual and predicted performance data
- Ensure on-site meetings are undertaken and issues arising from them are resolved

**Knowledge**
- Qualified to degree level in civil engineering, transport planning or equivalent experience with a HND in civil engineering (Essential)
- Understanding of the usage of geographical information systems associated with road engineering (Highly Desirable)
- Strong understanding of the systems and processes employed in this environment (Highly Desirable)
- Good understanding of relevant legislation, the political context and public sector environment (Essential)

**Skills**
- Very good analytical and interpretation skills (Essential)
- The ability to prepare and present reports and technical findings (Essential)
- Record of delivering on time and within budget (Essential)
- Good negotiation and consultation skills (Essential)

**Experience**
- Experience in a highway and traffic engineering and capacity assessment and management environment (Essential)
- Experience of road engineering particularly remedial scheme/traffic signal design (Highly desirable)
- Experience of managing the implementation of roadwork’s and street works (Highly desirable)
- Experience of traffic modelling software such as Linsig, TRANSYT etc. (Highly Desirable)
- Experience of stakeholder engagement and management (Essential)
