**Job summary**:
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.

There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland and Wales.

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

This is a challenging and exciting opportunity to work on one of Governments biggest programmes supporting the essential services provided by our Emergency Services.

The Capability Delivery function sits within the Delivery and Deployment Directorate. It is responsible for enabling users to use the new ESN solution through ESN devices (handheld, road vehicle and aircraft) and Control Room readiness. There are three portfolios of work set up to achieve this: ESN Air, Control Rooms and Devices. Capability Delivery also includes responsibility for Quality Assurance and Testing of the technical deliverables of the programme.

The Capability Delivery Strategic Lead will support the Deputy Director for Capability Delivery to ensure the function is set up to succeed. This will include leading work to ensure:

- We are doing the right things to deliver the objectives of the programme and meet the needs of users
- We have the right processes in place to deliver on time, on budget, to the required quality
- We have the right people with the right skills to do this well

**Job description**:
The Capability Delivery Strategic Lead will establish and deliver the roadmap of initiatives to ensure each portfolio succeeds and ESN is fully enabled. This will include
- Leading the integration and collaboration agenda on behalf of Capability Delivery by:

- Supporting integration leads in Delivery & Deployment and PMO to develop a framework for integrated project teams.
- Representing the function in relation to the integrated project team framework and engage with teams across the programme to ensure the framework enables us to ensure the right people are involved in our projects at the right time.
- Implementing the integrated project team framework across the function and support portfolio leads to adopt the new ways of working.
- Encouraging and supporting portfolio leads to create a culture of collaboration with colleagues in the programme, user community, stakeholders and suppliers.

Leading initiatives and supporting portfolio leads to ensure the projects within each portfolio are set up to enable the programme to succeed by:

- Representing Capability Delivery and acting as the single point of contact for leads in PMO and across the programme in relation to development and implementation of the Operating Models and Service Model.
- Working with the team to agree a common vision and goals for the function, flowing from the vision and goals of the directorate and the programme
- Developing mechanisms to enable leads to ensure each project within their portfolio is: Outcome focused, User driven; and prioritised according to the programme and directorate priorities, as well as user needs.
- Developing mechanisms to measure success and identify areas needing improvement
- Creating an environment for exchanging ideas and learning lessons across the capability delivery function and other teams
