An exciting opportunity to be part of a dynamic enforcement team has arisen within Birmingham City Councils Waste Enforcement Unit. As part of the councils Street Scene department, the Unit investigates environmental crimes such as fly-tipping.

Under the general direction of the appropriate Operations Manager to conduct criminal investigations; respond to requests for assistance; carry out compliance inspections at business premises; and assist with enforcement of statutory provisions aimed at protecting and improving the environment and tackling environmental crime.

Environmental crimes matter to Birmingham’s residents, businesses and visitors. Clean-up and enforcement of fly-tipping costs over a million pounds a year, but private landowners and the legitimate waste disposal sector are also affected. We are increasing the capacity and capabilities of our specialist Waste Enforcement Unit (WEU). This unit is responsible for pro-actively tackling fly-tipping, commercial trade waste offending and other environmental crime. Our aim is to identify, disrupt and deter those involved in environmental crime and to support the councils wider cleaner streets initiatives. We are seeking a number of enthusiastic and suitably skilled officers to join us. You will be involved in conducting investigations, carrying out inspections and supporting with enforcement sanctions.

The role is investigation led primarily focussed on fly-tipping and business waste non-compliance offences. You will be involved in investigating larger-scale commercial offences as well as small-scale offences. This will involve the use of a range of intelligence sources, street-based enquiries, interviewing suspects and taking statements from witnesses. You will ensure all disclosure obligations are met and may be required to present evidence in court.
- Contributing to investigations, producing reports to transfer and share knowledge and expertise within the team and progression of enforcement.
- Co-ordinating and developing lines of enquiry, gathering evidence and ensuring they are developed, evidence is gathered, and the unused material is managed within the legislative framework.
- Reviewing intelligence material and evidence, including video imagery form directed surveillance operations and assessing its value and carrying out analysis to identify any links that will progress investigations.
- Liaising with colleagues across the Council, the Police, and neighbouring local authorities to support investigations.
- Supporting council arrangements to engage and liaise with residents, businesses, and elected representatives. Some attendance at council meetings and other forums may be required.
- Drafting witness statements in support of investigations and giving evidence in court, as required.
- Analysing waste handling/transfer records in order to identify relevant information and evidential material and interpreting and analysing these to be able to ‘ask the right questions’ and present findings.
- Supporting/conducting static or mobile directed surveillance where necessary and authorised within the legislative framework.

Due to the nature of this role, working outside in inclement weather and interacting with members of the public will be necessary. With a positive, can-do approach, a team player with good communication and interpersonal skills is essential to work within such a fast-paced and dynamic environment.

A full UK driving licence is essential.
