The People and Capability Group lead across DWP on all aspects of HR, Health & Safety, Organisation Development and Learning Design and Delivery. We do this in support of an organisation that has c85k colleagues working across 980 sites.

The Department’s position in driving economic outcomes is unique and will only be delivered through our people; enabled by a strong, employee-centric HR function.

One of the critical People and Capability priorities is resourcing; ensuring we are attracting, sourcing, recruiting, onboarding and retaining brilliant colleagues is what we do in the Strategic, Senior and Specialist Resourcing team. On behalf of the department we lead everything from resourcing strategy; employer brand; recruitment policy; manage the relationships with a range of commercial resourcing partners and the Civil Service Commission; to managing any departmental exit schemes and contingent labour and set the framework and activity for our strategic workforce planning. We do this in collaboration with partners in Government People Group and with other government departments to ensure we’re delivering innovative and VfM services for citizens.

The newly formed Senior Resourcing and Resourcing Reform team is looking for a dynamic and innovative leader to establish the team and set the agenda for the coming year and beyond.

Working to the Deputy Director Strategic, Senior and Specialist Resourcing this role leads a team comprising SCS Resourcing; all departmental activity in relation to joining/moving or leaving DWP; leading the development and management of commercial partner relationships in resourcing; leading continuous improvement across the resourcing life-cycle and being the resourcing lead for DWP in the Synergy Programme. The Synergy Programme Cluster comprises the Ministry of Justice, Home Office, Department for the Environment, Food and Rural Affairs and DWP. The Synergy programme includes building a common operating model, a single SaaS technology platform, a single new Business Process Service contract and the design and stand up of a new single shared service organisation

**Job description**:

- To work with Cabinet office on CS Reform ambitions relating to SCS resourcing, including assignment duration, secondments, porosity, and places for growth
- To develop and build on diversity resourcing outcomes for SCS resourcing, including developing working relationships with DG resourcing team and cross-government networks to ensure robust workforce planning at SCS
- To lead the review of the end-to-end Joiners, Movers, Leavers policy ensuring that the collective sum of the People and Capability Groups work on these elements of the employee life-cycle are streamlined; deliver great onboarding/off boarding for colleagues who are seamless integrated into the organisation and on leaving become positive alumni
- To work cross system in resourcing to build a programme and culture of continuous improvement in recruitment. Rooted in an evidence base of MI and insights drive service improvements across the end-to
