**Job summary**:
We are seeking to fill this important Programme Support Officer role in our Public Review Unit.

The Government’s Green Paper, Transforming Public Procurement, published December 2020, proposed establishing a new unit with operational responsibilities for strategic oversight of the new legal regime for public procurement. The unit will oversee the integrity and effectiveness of the regime, reviewing compliance by contracting authorities and suppliers, it is expected that the existing Public Procurement Review Service (PPRS) will also become part of the new unit. The Bill for this reform is currently going through the parliamentary process.

The Procurement Review Unit will drive up standards through monitoring and reviewing procurement activity, intervening where appropriate and working collaboratively to improve commercial capability across public procurement. The scope and powers of the unit are still being developed and a key part of the post holder’s role will be to work with key stakeholders to ensure an approach that, using commercial data and other sources of information, can review the effectiveness and integrity of public sector procurement.

The post holder will be expected to deploy their skills and experience flexibly across the wider team to deliver the Government's post-EU Exit reform programme and the public procurement policy agenda.

The Public Procurement Review Service is responsible for the informal investigation of concerns raised by suppliers, in particular small businesses, relating to public procurement practice whilst supporting continuous improvement across the public sector procurement. This service has statutory powers to investigate performance by contracting authorities and their functions and publishes its findings.

**Job description**:
The post-holder will be responsible for:
Initially, setting up and maintaining systems to support the unit as it develops through the implementation stage.

These will include research and setting up:

- Governance for the unit, ensuring there are systems in place to maintain good protocols and ensuring the Risk Register is kept updated and liaising with PRU Risk Owners to ensure risk information is accurate and is tracked.
- Manage project plan documents.
- Organising and secretariat service for meetings, including preparation and distribution of agenda and papers, ensuring papers are issued ahead of time to allow members adequate time to prepare for the meetings.
- File management for the unit, ensuring documents can be filed and retrieved.
- Customer Satisfaction Survey in advance of the unit's live date.
- Systems to collate data to support the Unit.
- Arranging training and maintaining records, and managing IT support for new entrants.
- Systems to manage flexible resources for the Interventions team and an external panel.
- Supporting the creation of an external web page for the unit.

Once the unit is in operation duties will include:

- Maintaining the system created, updating and implementing continuous improvement to the systems created.
- Monitoring Contracting Authorities action plans to ensure compliance with recommendations made by the Minister.
- Supporting the expert panel with the administration function they require.
- Supporting the intervention team by providing the flexible resource with required information and building information and knowledge packs to support their visits to contracting authorities.
- Ensuring the flexible resource and expert panel have enough resource flexibility to cover all the required duties.
- Maintain a supplier debarment list.
- Collecting evidence to support the investigations teams in making recommendations in Minister submission.
