**Job summary**:
We are seeking to fill this important Senior Programme Officer / Data analyst in our Public Review Unit.

The Government’s Green Paper, Transforming Public Procurement, published December 2020, proposed establishing a new unit with operational responsibilities for strategic oversight of the new legal regime for public procurement. The unit will oversee the integrity and effectiveness of the regime, reviewing compliance by contracting authorities and suppliers, it is expected that the existing Public Procurement Review Service (PPRS) will also become part of the new unit. The Bill for this reform is currently going through the parliamentary process.

The Procurement Review Unit will drive up standards through monitoring and reviewing procurement activity, intervening where appropriate and working collaboratively to improve commercial capability across public procurement. The scope and powers of the unit are still being developed and a key part of the post holder’s role will be to work with key stakeholders to ensure an approach that, using commercial data and other sources of information, can review the effectiveness and integrity of public sector procurement.

The post holder will be expected to deploy their skills and experience flexibly across the wider team to deliver the Government's post-EU Exit reform programme and the public procurement policy agenda and at times support investigations of non compliance to the Procurement Legislation within the remit of the Public Procurement Review Service.

The Public Procurement Review Service is responsible for the informal investigation of concerns raised by suppliers, in particular small businesses, relating to public procurement practice whilst supporting continuous improvement across the public sector procurement. This service has statutory powers to investigate performance by contracting authorities and their functions and publishes its findings.

We are looking for a highly organised person who can work flexibly across the PRU, covering programme management, case investigation and data analysis, hard-working and committed self-starter with excellent IT skills, great attention to detail and high levels of customer service to join the team. If you are a proactive team player and eager to take up the challenge of setting up and supporting our day to day business of the unit, alongside having experience of Procurement Regulations and have an aptitude to data analysis and continuous improvement, we would love to hear from you.

**Job description**:
The post-holder will be responsible for:
Initially, setting up and maintaining systems to support the unit as it develops through the implementation stage and this will include:

- Managing the HEO PRU support officer.
- Work as part of the project team and with programme lead to deliver the scope of the project on time and within the approved budget
- Managing the Governance for the unit, creating reports from the project plan on progress to inform Senior Leaders
- Ensuring there are appropriate support processes created and the management of these functions, for example; data analysts, debarment register, an expert panel and flexible resource recruitment
- Create systems to collate data to support the unit and continuous improvement activities are in place to maintain improvement activities.
- Writing submissions to Ministers
- Ensuring the unit has a good file management system for audit on investigation decision
- Work flexibly across the PRU unit to ensure all functions are supported as the role will include covering absences including covering PPRS case investigations.

Once the unit is in operation duties will include:

- Continuing management of the HEO support Officer including the management of the secretarial role for the unit.
- Ensuring the systems created listed above are implemented, evaluated, reviewed, updated and managed effectively.
- Undertake data analysis activities on the new procurement platform to identify breaches and pull in other intel to inform strategy for investigations, providing insightful and actionable reports back to the investigation team and wider colleagues across Cabinet Office.
