**This opening assignment is for 4-5 months**

**Proven minute taking skills and experience are essential for this role.**

The purpose of the role is to assist the Finance Officer to manage the oversight of the High Needs Funding Block for Special Educational Needs, and other budgets within the Special Educational Needs and Disability Service. Provide financial administrative support for the Special Educational Needs & Disability (SEND) Service in matters relating to pupils with special educational needs.

**Key Responsibilities**:

- Carry out financial procedures in regard to High Needs Funding Block - ensuring accurate adherence to Council policies in order to avoid incorrect expenditure.
- Work closely with the SEND Finance Officer in monitoring the use of funds from the High Needs Block and other budgets within the Special Educational Needs and Disability Service ensuring records are maintained accurately and kept up to date.
- Assist the SEND Finance Officer in relation to debtor/creditor SEN funds to/from schools and others.
- Assist the SEND Finance Officer in the monitoring of personal budgets by families.
- Assist the SEND Finance Officer in gathering data for Senior Council Officers and Freedom of Information requests.
- Request and accurately process monthly data from schools, adhering to timescales and ensuring that complete and high quality records are maintained and submitted to deadlines.
- Monitor and carry out data entry on SEND databases, including, EMS, Eproc, Framework I, Cedar checking for accuracy, new information and notifying of potential errors
- Be able to be the first point of contact with service users (schools/ colleges/ parents/young people. others) when required. This will almost always be by telephone
- Organise bookings for meetings when required.
- To minute internal and external meetings, including confidential/sensitive/distressing information ensuring accuracy and working within acceptable timescales.
- Ensure confidential data/material is stored appropriately and comply with data protection requirements at all times.

**Qualification**:

- GCSE, NVQ2 (5 GCSEs A-C including English Language and Maths).

**Skills & Experience**:

- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of working with databases, comprehensive knowledge of Microsoft products and word processing
- Previous Special Needs experience.
- Local Government and or Public Sector background.
- Taking minutes and notes of meetings.
- Understanding of how to deal with customers to required standards of the service.
- Ability to manipulate large amounts of data in a manageable way so that others may understand it.
- Ability to maintain confidentiality in line with council policies.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).

**Knowledge**:

- Knowledge of the various financial systems operating within a local authority relating to High Needs.
- Knowledge of the precise use of financial data to produce summaries and overall trends.
- Knowledge of how to work with databases and other means to carry out financial transactions.
- Knowledge of service provided in own area and service specific guidelines.
