The Defra Group Security function within DDTS is recruiting a Security Advisor to lead the security workstream for a major 15-year capital infrastructure and transformation programme.

Defra group’s Science Capability in Animal Health (SCAH) Programme will deliver a world-class animal health science capability in Weybridge, Surrey, that will safeguard the UK’s global reputation in animal health. This role will be embedded within the programme and will have the opportunity to take a truly integrated approach to mitigating security risks, considering cyber, physical and personnel security issues holistically and setting new standards for adoption of secure by design principles.

The successful applicant will play an active role in the transformation of the security operating model at Weybridge, working in close collaboration with the senior leadership across the Animal & Plant Health Agency and Defra group Property. The role will be supported by the Defra Group Security function, which delivers security for the core Department and its largest delivery bodies.

**Person specification**

**Responsibilities**
- Leading the security workstream for the Science Capabilities in Animal Health (SCAH) Programme, working with the SCAH Programme Director and the Defra group Senior Security Advisor to embed secure design principles across the programme.
- Work in close corroboration with the Animal Plant and Health Agency, Defra group Property and Veterinary Medicine Directorate to support the transformation of the security operating model at the Weybridge campus.
- Providing assurance to the Programme Director and group Senior Security Advisor that security risks across the programme are being identified, managed and mitigated effectively.
- Ensuring that industry good practice security principles and requirements are embedded across all aspects of the programme, from programme information assurance and personnel security controls to construction security and cyber security controls for new digital services.
- Leading collaboration with National Technical Authorities, Counter Terrorism Security Advisor, security colleagues and suppliers to develop requirements and high-level designs for physical and cyber security controls.
- Assuring supplier delivery against contractual schedules and security management plans.
- Collaborating with corporate services and business colleagues to develop transition roadmap from current site status to future end state, making best use of short-term investment in security controls to mitigate risk.
- Driving strong security culture across the programme, ensuring effective security practices across all aspects including physical infrastructure development, digital development, and changes to business services.

**Skills and Experience**
- Experience in cyber security, physical security, personnel security, risk or technology professions.
- Experience in government and/or a large corporate environment of a comparable scale with comparable risks.
- Ability to work across organisational boundaries and across disciplines to deliver results, collaborating effectively with others.
- Experience of managing contracts, supplier relationships and acting as an intelligent customer.
- Experience in defining technical requirements and high-level design criteria for security controls in one or more domain (cyber security or physical security).
