Here in Blackpool, we are keen to recruit a dynamic and experienced senior operational manager with experience of working with a range of stakeholders in a fast paced and changing environment.

You should have significant experience of working in a variety of NHS health care settings and managing high quality effective services as well as an understanding and experience of children's community services and developments within the NHS. You will need to have energy, drive and ambition to manage across a wide geographical area, and be able to both work autonomously and also in partnership with key stakeholders, internal and external.

The main objective of the role is to manage the portfolio of children's services within the Families & Integrated Community Care Division at Blackpool Teaching Hospitals. This includes both universal children's services such as school nursing and health visiting as well as more specialist services designed to support complex families e.g. child development, paediatric therapies, immunisation team and the children's community nursing service.

The post holder will be responsible for the operational management, development and delivery of children’s community nursing and therapy services across the Fylde Coast and the 0 - 19 Healthy Child Programme in Blackpool.

Support the Divisional Director of Nursing in the development and monitoring of patient-centred clinical practice and best standards of clinical care and ensure the provision of high quality, safe and responsive services within the available resources.

The post holder will work in a collaboratively with all key partners to ensure the service meets the needs of the local population and meets local and national targets.

Support the development and implementation of revised and agreed care pathways, ensuring improvements are delivered.

Ensure commissioned service specifications are delivered.

Responsible for identifying and achieving cost improvement / QEP requirements within the budget area of responsibility.

Blackpool Teaching Hospitals NHS Foundation Trust is situated on the west coast of Lancashire, with services covering the local authority areas of Blackpool, Fylde and Wyre. The Trust is part of the Lancashire and South Cumbria Integrated Care System (ICS) supporting a population of around 1.6 million people.

We have three main hospitals providing acute services to around 330,000 local residents. The organisation also provides specialist tertiary care for cardiac and haematology services, delivers community health services to over 445,000 residents including those in North Lancashire and hosts the National Artificial Eye Service across England. DUTIES AND RESPONSIBILITIES

Management and Leadership

1. Ensure service and team level performance is monitored and delivered in accordance with agreed targets and that any areas of underperformance are addressed in a timely manner and corrective action taken.

2. Ensure compliance with policies, procedures and clinical guidelines, and lead or participate in their development.

3. Establish effective professional multi-disciplinary relationships both within and outside the organisation. Participate in regional and national meetings as appropriate, including meetings and information requests relating to SEND.

4. Provide leadership to staff within the children’s community services by visibly supporting and communicating the Trust’s overall strategic vision, key objectives and corporate policies and systems.

5. Provide effective operational management and leadership for the services within the sphere of responsibility.

6. Explore opportunities for service development and service improvement.

7. Provide assurances that staff have attended safeguarding training and any safeguarding concerns raised by staff or partners are appropriately responded to.

Responsibilities for Financial Resources

1. To take full budgetary responsibility for the locality ensuring effective and efficient use of resources in accordance with the Trust’s Standing Financial Instructions.

2. To be accountable for monitoring and maintaining expenditure within the allocated budget. Ensure any concerns are immediately reported to the Associate Director of Nursing and a recovery plan put in place and implemented.

3. To control and authorise the ordering of supplies or capital equipment required for effective service delivery in accordance with the Standing Financial Instructions o
