**The Role**

The United Kingdom Civil Aviation Authority (CAA) is responsible for discharging the responsibilities of the state Meteorological Authority in accordance with ICAO Annex 3. The CAA is also the national supervisory authority and competent authority as directed by the Department for Transport (DfT) for the regulatory oversight of the provision of Meteorological (Met) services.

As a key member of the Aeronautical Information Management (AIM) and Met policy team, the main purpose of a Met Policy Specialist is to work collaboratively within the team, across the CAA and with industry partners to develop proportionate and pragmatic regulations, policy and guidance material for use by internal and external stakeholders. Additionally, you will also carry out and support regulatory oversight of all applicable parties within the Met domain.

**Core Accountabilities**
- To discharge the obligations placed on the CAA by the DfT, as the National Supervisory Authority and Competent Authority, to ensure that Met Services are provided in accordance with International and UK legislation
- Develop policies and ensure they are are proportionate, in accordance with the Better Regulation Principles and in line with relevant national and international regulatory framework
- Develop and implement the regulatory framework for UK Met Air Navigation Service Provider (ANSPs) to provide oversight and certification in line with CAA policies and Performance Based Regulation (PBR) principles
- Ensure policy, guidance, web and regulatory material is maintained, updated and available in a timely manner
- Within the bounds of the AAA Service Level Agreement provide support to CAA International & Air Safety Support International
- Adhere to CAA Regulatory and Management Systems
- Effective and recognised contributions are made to national and international aviation policy development
- Contribute to the SARG objective to be recognised as world leaders in safety regulation
- Meeting expected CAA competencies
- Meeting personal objectives agreed with Line Manager
- Satisfactory completion of training courses/modules
- Standards, legislation and requirements are developed using SMART principles, and are practicable and effective
- Respond to accepted Air Accidents Investigation Branch Safety Recommendations
- Achievement of policy objectives and service standards

**About You**

**To be considered for the role you must**:

- Have a practical understanding of the provision of Met Services for international aviation and how these relate to airspace systems, airspace users, flight operations and aerodrome operations
- Knowledge of relevant UK and global legislation (e.g., ICAO, FAA, UK Basic Regulation) and standards setting bodies (e.g., BSi, CEN, LAA, BMAA & SAE) and appropriate levels in Performance Based Oversight (PBO), Safety Management Systems (SMS), Regulatory Impact Assessment (RIA), Human Factors (HF), CAA Regulatory Principles, and risk assessment
- Have a sound knowledge and practical experience of Management Systems, impact and safety assessments, and project management
- Have a sound knowledge of the regulatory oversight mechanisms and enforcement policies employed by the CAA, and ICAO, in the Met domain
- Have proven ability to communicate effectively verbally and in writing and to influence at all levels internally and externally, with national and international stakeholders, and to produce concise, unambiguous discussion papers for presentation at various bodies within the CAA and Industry
- Have the ability to build strong collaborative relationships
- A self-starter capable of working autonomously, able to work using own initiative whilst understanding when to refer and consult with colleagues and line manager, plus contributing as a crucial part of a small team
- Be pro-active and possess strong time management skills to meet demanding deadlines by utilising excellent prioritisation skills and the ability to manage others’ expectations
- Have a creative approach and a willingness to continue to learn
- Possess good organisational discipline and the ability to work effectively within multi-disciplined teams and multi-national teams in the international arena

**Desirable** - It would be an advantage if the post holder has:

- Knowledge of the CAA and UK aviation industry supported by an understanding of key legislative factors influencing and determining the CAA’s role as the UK specialist aviation regulator e.g. UK (EU) Assi
