The Head of Sourcing, Infrastructure, ensures the Directorate has the skills and capacity for effective procurement and commercial relationships, supporting the Directorate's objectives. This role focuses on developing a mature commercial function aligned with Corporate Procurement policies and processes, ensuring professional accountability and consistency.

The postholder will establish and manage a new commercial function within the Directorate, acting as a bridge between the Trust and supply market to ensure best value. Responsibilities include expert-led supplier management, sourcing activities, and developing outcome-based commercial and contractual models.

Reporting to the Commercial Director – Digital, this role is part of the Directorate’s Commercial team, aligning with digital, technology, and sourcing strategies. Though based at the main office, the role involves collaboration across multiple locations, as agreed with the Chief Information Officer.

Responsibilities include providing commercial/strategic procurement advice, leading high-profile procurements, and driving cost improvement programs. The role ensures compliance with statutory and local policies, updates policies for best practices, and maximizes commercial opportunities; The role requires building relationships with senior stakeholders, offering expert advice on procurement and contractual decisions, and working collaboratively with clinical staff and suppliers to improve procurement performance. Stakeholder engagement in strategic projects is crucial, along with quantifying and reporting procurement benefits.
The role establishes sourcing procedures, monitors supplier performance, and provides advice on market testing, whole life costing, and contracting activities. It ensures adherence to Trusts’ Standing Orders, Financial Instructions, and EU Procurement law, advising budget holders on expenditure control.
Deliver expert, high-quality, client-focused procurement services.
Maintain proactive relationships with suppliers, procurement hubs, DHSC, and NHSE.
Conduct audits, benchmarking, financial analysis, and modeling for ICT spend categories.
Ensure robust workplans and integrated planning across strategies.
Support the implementation of purchasing policies and category sourcing strategies.
Draw up budgets and estimate financial benefits from procurement initiatives.
Collaborate with Finance and Commercial colleagues for strategic planning.
Engage with external networks for horizon scanning.
Seek external procurement or legal advice when necessary.
Champion the Trust’s values, emphasizing equality and diversity.
Adhere to all Trust policies and procedures.

Continuing professional development.
Expertise in ICT/Digital category strategies, major tenders, and procurement.
Leading complex procurement and category management projects.
