A Community Safety Officer is required to investigate complaints and incidents relating to matters of anti-social behaviour, enviro crime, stray dogs, and unauthorised encampments whilst providing support to victims and complainants. To promote and develop a multi-agency and corporate approach to anti-social behaviour and enviro crime and to engage with the business community to investigate complaints and incidents relating to matters of anti-social behaviour and enviro crime.

Must be prepared to work a shift pattern - 4 days on, 4 days off including weekends. This is a rolling shift pattern over 7 days averaging 37 hours per week. Shift pattern will be confirmed at interview and workwear/uniform will be provided.

Key responsibilities:
  1. Investigate complaints of anti-social behaviour and enviro crime from the first point of referral through to resolution, including advising and supporting complainants, witnesses and perpetrators, investigating complaints and seeking informal resolution such as mediation, assertively challenging behaviour or taking legal action.
  2. Be a regular visible presence in the city, taking a proactive response to complaints of anti-social behaviour, enviro crime and unauthorised encampments, engaging with and responding to business, residents and visitor concerns.
  3. Provide robust evidence when required to enable formal action to be undertaken, including the taking of witness statements, interviewing under caution, compiling accurate case and prosecution files and where appropriate attend court to give evidence.
  4. Coordinate multi-agency action in the resolution of anti-social behaviour and develop corporate co-ordination in local areas. This will include liaison with the Police, InExeter, Youth Offending Teams, County Council Services, Health, Housing Associations, Probation, other relevant statutory partners and community/voluntary agencies.
  5. Accurately record incidents reported by the public and other agencies and to evaluate the effectiveness of intervention by use of the system.
  6. Issue Fixed Penalty Notices to members of the public and businesses where an incident has been witnessed or evidence has been found to be in contravention of the relevant legislation.
  7. Ensure that complainants and perpetrators are signposted to appropriate support agencies when vulnerabilities are identified.
  8. Promote good working relationships with partners such as the police, business community, other council services, other local authorities, social landlords and the voluntary sector.
