JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. An exciting opportunity has arisen to join the Saudi Maintenance and Supply Chain Management Company (SMSCMC), a BAE Systems majority owned joint venture Company. The successful individual will be working for a company at the forefront of BAE Systems’ commitment to industrialise the supply chain in the Kingdom of Saudi Arabia. Working across the SMSCMC Functions and Project Teams will offer a challenging and rewarding opportunity to contribute to the development and growth of SMSCMC in KSA. Reporting into the Procurement Director, the Head of Procurement will be responsible for managing a team of procurement professionals, leading Governance assurance and functional activities whilst dealing with the day to day procurement and supplier management activities supporting project and/or non-project requirements. The role covers the whole spectrum of procurement and supplier management including support to bid activity, intra company trading, the management of supplier agreements, order books and performance against agreed KPI’s; as such the individual will be required to manage and develop both team and supplier.

JOB ACCOUNTABILITIES

  1. Lead and manage Governance activities such maintaining policies and procedures such as the Procurement Manual, DoA and governance training
  2. Oversight of Audit activities to ensure that all procurement task and controls are appropriately managed in accordance with functional governance and guidelines. Setting high standards in the application of COSA to ensure robust financial controls are adhered to.
  3. Manage team resource levels, including the development and training of team members through the company PDR process and skills matrix, utilising staff development to improve team performance and motivation. In particular support to company Saudisation strategies and targets.
  4. Directly support the achievement of company IBP objectives as flowed down and relevant to the procurement teams.
  5. Responsible for discharging procurement activities related to intra-company trading such as IT provision, support services, sub contractor labour and training
  6. Responsible for overseeing air bridge, logistics & lease vehicle contracting
  7. Lead and develop the appropriate supplier management strategies and activities to ensure that supplier performance meets the required delivery, quality and cost KPI’s.
  8. Overall management of our supplier business agreements, contracts registers, management of associated order books for both routine requirements and any special or critical requirements.
  9. Responsible for identification and management of procurement risk and opportunity management.
  10. Responsible for procurement LCM, including procurement plans and supplier improvement & development activities.
  11. Support the development of procurement and supply chain solutions for new business opportunities, working with customers and suppliers to develop & evaluate proposals and progress bids in accordance with company LCM and bid processes.
  12. Lead and manage face to face supplier reviews covering both operational performance, cost reduction, risk management and supply chain improvement initiatives etc.
  13. Manage all procurement activities in accordance with current export control regulations and procedures in order to ensure compliance.
  14. Provide assistance and support to the Functional Leaders and/or Procurement Director as required by the business for e.g. procurement support to the development of new business opportunities.
  15. Supporting current ERP maintenance activities such as IFS competency centre or new ERP system discovery and implementation.
  16. May be required to manage more general related procurement tasks as directed by local management. For example local or in-Kingdom procurement requirements.

RECRUITMENT SPECIFICATION

  • Experience of managing a high performing team.
  • Extensive experience in a procurement / commercial / supply chain management roles.
  • Ideally qualified to degree standard or equivalent with full membership of CIPS or studying towards completion of CIPS.
  • Strong communication and negotiation skills when dealing with suppliers, customers and internal stakeholders. Must be tenacious in dealing with supplier’s performance and related supply chain issues.
  • Ability to develop constructive and professional working relationships with both suppliers, other KPC’s, colleagues and customers at all levels.
  • Ability to work independently, be self-motivated and proactive.
  • Strong people management skills and experience in managing both individual performance and team performance. Able to manage multi-cultural teams to support, motivate and develop a strong team identity.
  • Excellent standard of written and spoken English language and good level of numeracy.
  • Detailed knowledge and understanding of procurement & supplier management and associated tools and techniques.
  • Understands and accurately applies procurement functional governance and LCM processes.
  • In depth understanding of supplier agreements, cost reduction strategies and able to negotiate effectively with suppliers.
  • A strong understanding of the current export control regulations and compliance requirements for procurement.
  • Good knowledge of procurement & supply chain management ERP tools, preferably IFS and SAP.
  • Ability to develop and evaluate procurement and supply chain reports from IFS / SAP and Microsoft applications.
