TheStrategy, Planning and Budget Group (SPB) sits at the heart of theTreasury to develop overall strategy, co-ordinate the Chancellor’sannual Budget, and lead the Treasury’s engagement with the COVID-19Public Inquiry; we’re also home to a large, flexible project teamwho work across the full range of ministerial priorities, supportexcellence in policy-making, and work to ensure the successfuldelivery of the Darlington Economic Campus.

Ournew Head of Group Management, and our Group Management Support team(GMS) exist to provide our Directors and the wider seniorleadership team, with excellent administrative and businesssupport, and provide them with first class PA/business support.


We are currentlyrecruiting two exciting roles to the GMS team:

  1. Head of Group Management (this role -a new, senior role with a strategic focus to support Directors andthe Group’s senior leadership team).
  2. GMSManager (existing role currently vacant – see separate roleprofile)

Aboutthe Job

With SPB growingsignificantly in recent years we are creating a new Head of GroupManagement, to help shape and deliver the group’s businessplanning, corporate and resourcing and workforce functions. Therole holder will directly manage the GMS Manager, who in turncoordinates a team of four PAs responsible for delivering a rangeof professional support services to the Directors, Group ManagementTeam (GMT) and wider SPBgroup.


Keyresponsibilities include:

  1. Leading SPBGroup Management Services (GMS) with overall responsibility for theservice received by GMT and the wider Group. This includesproviding excellent line management to the new GMS Manager andsecond signatory oversight for 4 PersonalAssistants.
  2. Leading SPB’s approach and input tobusiness-critical resource management and budgeting processes, toensure SPB’s budget and headcount aligns with its plans andactivities, the government’s priorities, and the Treasury’sorganisational objectives - including the continued success of theDarlington Economic Campus. You’ll take the lead in developing andmanaging, effectively, the group’s non-paybudget.
  3. Managing and advising the seniorleadership team on our strategy towards, and involvement in,centrally run recruitment campaigns, including the Treasury’sgraduate development programme and Civil Service faststream. You’ll also have oversight of our workforce planning,ensuring we manage our people resource within overallbudget.
  4. Working with Finance and CorporateCentre colleagues on the monitoring of in-year budgets, includingtraining, travel, and subsistence, to ensure that the group’sbudget is deployed optimally and in line with the best financialmanagement practice.
  5. Leading a detailedassessment of the Group management support that will be needed bySPB over the next 3-4 years, how it should evolve, and how it canbest be provided. This will include establishing a new servicelevel agreement in consultation with the GMT and clarifyingindividual roles and objectives.
  6. Participatingin weekly meetings of the senior leadership team, and support itseffective operation by developing and maintaining the forwardagenda for weekly meetings and work programme, so that the GMTmakes informed decisions at appropriate times during the reportingyear and has effective oversight over group operational andstrategic delivery activities.
  7. Supporting thesenior leadership team to deliver on their corporate objectives, byacting as a key point of contact in SPB for corporate initiatives.You’ll also be helping to track corporate responsibilities andcommitments, and supporting the GMT to promote and facilitateengagementinclusively.
