This role sits within the NHS Workforce Directorate, which is part of the Secondary Care and Integration Group. The NHS workforce is a complex, high-profile policy area with considerable interest from ministers and senior officials, the public and the media. It is at the heart of ensuring the NHS can deliver the services the country needs. The Directorate includes Industrial Relations and Pay policy, which​ leads on the ongoing relationship with the health unions and takes forward the Pay Review Body process, which makes recommendations to Ministers on the annual public sector pay award.

Job description

You will head up the new Workforce Directorate briefing hub, leading a team of four. You will support them on the timely delivery of a wide range of briefing products. This will range from, for example, Parliamentary Questions to debate packs and briefing for urgent questions. As such you will play a key role in supporting Ministers to fulfil their parliamentary responsibilities, which is a key priority for the Department. This means exposure not just to Ministers and their offices, but to teams across the department including policy teams, the Parliamentary Team, and senior leaders. You will also support the Directorate's Senior Leadership Team on key activities essential to the running of the directorate, such as managing our risks and business planning. You will be expected to build strong working relationships at speed both within the Directorate, including with the Senior Leadership Team, and more widely with key colleagues across the Department.

Leading the hub will involve developing briefing products and tools, delivering a quality service to policy teams and Ministers. It will also involve working closely with the media team on public lines on workforce, an area of significant interest to the media. Critical to success is staying on top of the fast-moving policy position on workforce and ensuring this is accurately reflected in the government�s public stance.

Delivering a high quality service to the directorate, Private Offices and Ministers.Providing strong leadership of the Workforce Directorate briefing hub. This will mean managing a team of four staff within the briefing hub and matrix managing other staff who contribute to its work.Tracking and ensuring strong directorate performance against central targets on Parliamentary Questions and correspondence cases, which is a key priority for the department in delivering its responsibilities to parliament and the public.Working with the Department's media team and policy teams to respond to press queries.Overseeing, and sometimes drafting, responses to commissions relating to parliamentary business eg. debates, urgent questions.Overseeing, and sometimes drafting, directorate responses to corporate requests such as updating risk registers and business planning.Building strong relationships with teams within the directorate and outside, including Correspondence Unit, the Parliamentary Team and Private Offices.Designing and developing high quality briefing tools, such as a directorate core brief, to support the directorate.Planning and prioritising work whilst remaining flexible in order to respond to changing priorities.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.� Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.�

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
