Job description

The Data Governance Team, as part of GDS Business and People Services (BPS) directorate, provides specialist expertise and leadership across the Government Digital Service. GDS has specialist data protection and information management requirements and requires extensive data governance controls to be designed and incorporated into product development. Strong privacy controls designed and built from the outset will improve users' confidence in the digital services delivered by GDS.�

GDS is seeking to recruit a Head of Data Governance who will deliver strategic and operational data protection excellence across the organisation. The post holder will deliver a robust data privacy framework and develop a data assurance plan that enables the organisation to protect public data appropriately whilst enabling innovative digital solutions. You will support major GDS programmes� by embedding privacy by design and delivering solutions to mitigate data protection risks.�

Person specification

As Head of Data Governance, you will:

Lead the GDS Data Governance function, setting direction and taking responsibility for GDS compliance with legal obligations and standards for privacy, data protection and information management.�Develop and deliver strategies for managing data protection risk, and assure the GDS Board that risks are managed effectively.Deliver the policies and procedures needed to manage data protection and information management across GDS, ensuring GDS staff understand their responsibilities for handling personal information and act accordingly.Design and implement GDS� data protection and information management controls, including for Data Protection Impact Assessments, Records of Processing and personal data breach management.�Provide expert advice and direction on complex and novel forms of processing in an agile organisation, especially on AI and biometrics,�Balance legal requirements against the need to deliver innovative solutions to benefit the public, supporting timely delivery of demanding GDS targets.Anticipate and exploit future opportunities to improve privacy and data protection within GDS, including managing effective stakeholder relations as appropriate.Build and maintain effective relationships with the Information Commissioner�s Office to secure and enable their ongoing understanding of GDS�s activities.Provide expert advice to senior staff, including Ministers, and high quality written and oral briefings to the GDS Board, including directly to the CEO.�

Skills and experience


Essential

Data Protection & Privacy qualifications - hold a relevant privacy qualification such as IAPP (CIPP/E, CIPM) or PDP, with significant experience of leading data governance or data protection within a comparable organisation.�Extensive experience at delivering data governance in relation to complex and novel forms of processing, with a particular expertise on enabling the use of Artificial Intelligence and biometric data within public services.�Extensive experience at leading business engagement with the Information Commissioner's Office on data governance risks.�Extensive experience of building effective relationships and successfully influencing data governance practices at the highest levels of an organisation.Extensive experience of developing and implementing transformative data governance strategies in a challenging, digitally-driven and agile environment.Extensive experience of leading a Data Governance team to mitigate risks in a high profile, political and public facing organisation.
