This requires a whole-of-organisation response to realise the ambitions of the Cabinet Office Data Strategy and achieve the vision for a ‘data confident’ Cabinet Office, which recognises data as a strategic asset and enables all of our people to harness its power for better decision making and improved business outcomes.

**Job description**:
As the Head of Data Strategy and Engagement, you will play a pivotal role in shaping and executing the Cabinet Office Data Strategy and roadmap. Reporting to the Chief Data Officer (CDO) [SCS 1], the Head of Data Strategy and Engagement will be responsible for driving forward a people-first agenda, which seeks to democratise data across the Cabinet Office, ensuring that our data capabilities are accessible to all. This will include focus on data leadership, data literacy and data enablement (such as through the provision of data tooling), and require close working with a wide range of stakeholders to forge a path to successful organisational change.

This senior leadership position will be influential in establishing a sustained data culture and promoting a people and user-centric approach to data services and delivery that maximises value, drives down risk, and is recognised as a critical enabler for future organisational success.

**Responsibilities**
- Head of Data Strategy and Enablement Team Leadership:_
- Lead the Data Strategy and Enablement Team, overseeing resources, including data literacy, data outreach/engagement, and project management leads.
- Ownership of Data Strategic Roadmap:_
- Define, track, prioritise and coordinate delivery efforts within the Cabinet Office Digital/Data team and align investment in product, project, and program initiatives with strategic goals.
- Data Leadership and Data Enablement:_
- Delivery of the Data Leadership and Data Enablement workstreams within the Cabinet Office Digital Data roadmap.
- Promoting data leadership across the department, elevating data literacy and fostering the adoption of self-service analytics and data visualisation tools.
- Working closely with CDO to ensure that the Cabinet Office Data Strategy is widely understood, and is regularly iterated in accordance with feedback and/or changes in the data landscape.
- Outreach and Engagement:_
- Design and execute outreach and engagement activities to elevate data maturity levels, promote understanding and improve data confidence across the Cabinet Office.
- Increase awareness and support for alignment to the Data Strategy, and for the adoption of central data services, policies, and standards through engagement with internal and external stakeholders. This will require engagement with senior leadership (such as Ex-Co members, Perm Sec, Ministerial Offices, Parliamentary Committees), Business Units and functions.
- Cultivate a strong data culture across the department.

**Person specification**:
The post holder must have:

- Experience in leading data/digital transformation, including in the people and cultural dimensions to achieving successful organisational change,
- A proven track record in leading data strategy, data management, or data enablement initiatives within a large organisation/government department or complex operating environment.
- Extensive experience in driving data-driven decision-making and creating a data-driven culture.
- Strong interest and understanding of data governance, data literacy, and data democratisation principles.
- Exceptional leadership and project management skills, capable of coordinating diverse teams and aligning efforts towards strategic goals.
- Strong people skills, including proven ability to influence stakeholders at all levels and foster collaboration across departments.
- Experience in promoting data best practices, including adherence to legislative and regulatory requirements.
- Excellent communication and presentation skills.
