The Elections Directorate�is responsible for�a challenging and dynamic policy landscape, always in the public eye, covering electoral policy and law. This includes how elections are run, who can�participate�and how elections and campaigning are regulated. The Directorate delivers changes that realise the Government Manifesto Commitments and other Ministerial priorities ( introduction of Votes for 16- and17-year-olds, improvements to elector registration, revised list of Voter Identification that electors produce at polling stations, etc.). It is�anticipated�that this work will form part of the Government�s Major Projects Portfolio, which�comprises�the largest, most�innovative�and highest-risk projects and programmes delivered by Government.�The Directorate works closely with electoral-sector stakeholders (the local council teams that run elections).��

The role of the�Information�and Data�Governance Manager�is to�work with stakeholders to ensure�that the Directorate fulfils�all�of�its�information and data management�and governance obligations, especially in support of the Government�s Manifesto Commitments�(such as Votes for 16- and 17-year-olds,�and improvement in elector�registration�and democratic engagement).�The�Information�and Data�Governance Manager will�provide clarity on the Directorate�s approach to�ensuring that information and data are managed and governed appropriately in�policy-making�and �deployment, and everyday�business-as-usual.

Job description

��Knowledge Information Management�� Working with support of central MHCLG Knowledge Information Management and Data Protection teams, direct management of Elections Directorate data and information as the Directorate�s Knowledge Information Manager.��

��Data flow management�� Analyse data flows�so as to�identify�what data is within scope, where it will be used and stored, by whom, for what purpose, and for how long it should be�retained. This includes understanding the opportunities presented by more effective use of data across and within organisational�boundaries, and�exercising an outcome-focused approach to overcoming barriers to effective data use such that the Directorate�is able to�achieve its�objectives.���

��Ownership and maintenance�� Responsible for Data-Sharing Agreements and Data Protection Impact Assessments related to the Directorate�s digital services, and data protection requirements associated with the Directorate�s support of and changes to the electoral-sector business model.�

��Delivery and leadership�� Provide visible and effective leadership in work with colleagues and stakeholders to deliver Directorate outcomes. Develop�clear vision�and standards and champion the use of best practice standards,�tools�and processes. Build strong networks both internally and externally.�

��Resources�� Identify information and data capability needs of the Directorate and its contractor�partners, and�propose strategies to meet them.�

���Stakeholder engagement � Build and�maintain�cross-Directorate and cross�Departmental relationships, and external networks to access technical and professional best�practice, and�ensure that all outputs supplied by internal and external stakeholders match legal standards. Act as first point of contact for all queries�regarding�data protection, including supporting the Information Governance Board (the forum for electoral-sector discussion and feedback�regarding�data protection issues).�

��Guidance and support�� Provide specialist advice and support to ensure successful delivery of�the Directorate�s work�in accordance with�data protection law and Departmental policy.�Provide guidance and advice to�decision-makers�during�the�initiation�of programme,�project�or other work�on�the�selection�of�information and data governance and management�approach, tools,�processes�and proportionality.�Identify�and lead the introduction of best practice processes,�tools�and templates.�Build capability, and�expertise�across the Directorate.��

Person specification

Demonstrable experience of�setting standards for working with information and data, and of checking that colleagues are completing information and data management obligations.�Proven�track-record�of drafting explanatory written material.��Proven�ability to clearly articulate goals�and work outputs,�as well as�tasks,�responsibilities�and expectations;�An ability to quickly understand the big picture and�to�identify�how to quickly�establish�appropriate guidance�and practice;�Proven experience of working collaboratively with multiple partners and setting direction;�Proven ability to work under broad direction in challenging environments�
