Job description

At around 575 analysts the DESNZ analysis community represents around 13% of the Department's workforce and we are one of the largest analysis functions across government. Our people analyse and the provide underpinning evidence to inform government policy and accountability.

Analysis Professional Support Team (APST) is a corporate management team of six within the Department�s Analysis Directorate. We support the Chief Analyst (who is London-based) in their management of the Directorate and Analysis Function, and particularly concerning the resourcing, governance, learning, development and improvement work of the analysis function in DESNZ. We consider ourselves as a collaborative, flexible and hardworking team, who takes pride in looking out for one role is a leadership and people orientated role which requires working across the function to grow DESNZ analytical capability and develop talent. The role includes being the lead for ensuring DESNZ has a cohort of analyst fast streamers and HEO economists, and who have access to an attractive development offer and pipeline of opportunities upon which to build their careers. You will have high visibility across the analyst community through your management of the annual allocation and rotation of these staff and through your work to enable managers to secure the analysts that they need to deliver DESNZ' is also a key role in a fast-paced and reputable team, and where you will work closely with senior leaders to steer the growth of analytical talent and capability. Key responsibilities

The APST People Matters and Resources Manager is responsible for:

Providing leadership on strategic analyst workforce matters, alongside Head of APST. This includes working with the analyst Heads of Profession (HoPs) and members of the Analyst Leadership Team to identify matters of importance to the DESNZ analyst community, propose options and shape projects and progress their delivery.Provision of an early-talent pipeline covering around 90 analysts who are new or early in their analytical career. This includes determining the annual intake, postings, induction and supporting coordination of programme assessments, supported by other members of APST.Lead the annual rotation of early-career analysts to new posts in support of talent development and the analytical capability of teams working on Departmental priorities. You'll develop a plan covering an eight-month period and need to make innovative use of digital tools to match staff to posts that meets both individuals and line managers' expectations. We envisage a need to evolve the current approach to rotations for 2025 in light of changes to the fast stream.Working with DESNZ recruitment and analyst HoPs to ensure effective recruitment practices for
the analyst function are embedded across the community. This includes serving as the DESNZ representative at the Government Economic Service and Government Social Research Service recruitment boards;Line management of the Analysis Directorate Business Manager, who provides local financial expertise and oversees essential processes key to the smooth running of the Director's office;Proactively engaging DESNZ analysts, their managers and peers in other government departments to understand resourcing needs and explore new ways of delivering analysis expertise to our business.Provision of advice to line managers about analysts' ways of working;Contributing to developing and delivering the team work plan to progress strategic workforce matters

and identify appropriate options that will grow DESNZ analytical capability and culture.

Alongside your salary of �52,985, Department for Energy Security & Net Zero contributes �15,349 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
