The Ministry of Defence employs over 55,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,400 MOD Civil Servants located at over 300 locations. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.�

This post will be within the Army Personnel data and digital team supporting the Army Civilian People Team (ACPT). This role will support the Army�s efforts to build a more engaged, inclusive, and effective civilian workforce using evidence to support understanding and decision making. You will be responsible for understanding and communicating the meaning and quality of data, developing, collating, analysing, and using management information to develop insight products for our stakeholders. This role will be critical in developing wider capability and is a great opportunity to make a real difference in how information is produced, consumed, understood, and used to drive evidence-based decisions.�

This is an exciting opportunity for a collaborative and data literate person to have an impact on the people function within the Army Civil Service. This position is advertised at 37 hours per week.� The Army Headquarters operates a hybrid system of working with 60% of the time in the office.�

Job description

As an HR Data Governance Analyst, you will work with business areas and key stakeholders across the TLB to develop a range of products such as dashboards to enable them to understand the workforce and it�s data throughout the employee life cycle. This could include base lining and segmenting workforce data to support workforce planning or tracking sickness absence data that will enable business areas to target appropriate interventions. You will create dashboards (using tools such as Power BI) for business areas that will use data visualisations to identify trends and enable them to generate insights. You will play a key role in data quality and accuracy as well as compliance with regulation and MOD and Army policy around how data is used, shared, and stored. Building capability in the use of evidence for decision making is key as well as ensuring continuous improvement in the way we communicate information to technical and non-technical audiences.�

Main responsibilities will include:

Supporting the Deputy Head Data and Systems with HR Master data governance in respect of Civilian workforce dataLead Civil Service data governance and access controls�Supporting the Workforce Planning and Analytics Lead to develop workforce insight and data products that deliver value to the stakeholders�Collating and analysing people data sets aligned to the employee life cycle�Leading the development of bespoke dashboards and working with broader teams to develop other MI products that are accessible to technical and non-technical groups�Ensuring that data is understood, its quality is known and it is fit for purpose and leading data cleanse activities where needed�Working with Defence Business Services team and other data and analytics stakeholder to gather required information for analysis�Supporting workforce planning activities including completion of bi-annual commission returns and building capability across business areas�Communicating effectively with a wide range of stakeholders and subject matter experts both within the team and the wider business�Developing skills, knowledge, and capability of stakeholders in evidence-based practice�Supporting Directorate wide adhoc projects

Strong numerical and problem-solving skills�Knowledge of data preparation, exploration, and analysis, including application of analytical and statistical methods to large data sets�Ability to work with large complex multiple data sets to enable stakeholders to gain insights from the data�Strong verbal and written communication skills�Ability to create and maintain effective relationships with a variety of stakeholders including military and civil service professions�Highly organised and able to deal with multiple requests/priories with competing deadlines�
